SB385,1,2 1An Act to amend 121.15 (3m) (a) 2. of the statutes; relating to: the estimation
2of the amount necessary to ensure that the state pays 66.7% of school costs.
Analysis by the Legislative Reference Bureau
Under current law, beginning with school aid paid in the 1996-97 school year,
the department of public instruction, the department of administration and the
legislative fiscal bureau must jointly certify to the joint committee on finance (JCF)
an estimate of the amount necessary to appropriate in order to ensure that the sum
of state school aids and the school levy tax credit equals two-thirds of the sum of state
school aids and property taxes levied for school districts. JCF determines the
amount actually appropriated as school aids.
This bill excludes from the calculation of the estimate an amount equal to the
amount that is deducted from state aid to the Milwaukee Public Schools as a result
of the payments made to the private schools participating in the Milwaukee parental
choice program.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
