SB508,1,2 1An Act to amend 38.04 (9); and to create 101.055 (3) (d) of the statutes; relating

training programs for fire fighters.

Current law authorizes the technical college system board to establish and
supervise a training program in fire prevention and protection. The program must
be available to members of volunteer and paid fire departments maintained by public
and private agencies.
This bill provides that a training program required for participation in
structural fire fighting that is offered to members of fire departments maintained by
public agencies may not require more than 60 hours of training.
Under current law, the department of industry, labor and human relations
(DILHR) must adopt, by administrative rule, standards to protect the health and
safety of public employes, that is, employes of the state, a state agency or a political
subdivision of the state, including members of a volunteer fire department
established by a city, village or town. This bill prohibits DILHR from requiring a
member of a city, village or town fire department to complete more than 60 hours of
training before participating in structural fire fighting.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB508, s. 1 3Section 1. 38.04 (9) of the statutes is amended to read:
SB508,2,84 38.04 (9) (title) Training program programs for fire fighters. In order to
5promote safety to life and property, the board may establish and supervise a training

1program programs in fire prevention and protection. The training program
2programs shall be available to members of volunteer and paid fire departments
3maintained by public and private agencies, including industrial plants. No training
4program required for participation in structural fire fighting that is offered to
5members of volunteer and paid fire departments maintained by public agencies may
6require more than 60 hours of training.
The council on fire service training programs
7shall advise the board on the establishment and maintenance of the program
8programs.
SB508, s. 2 9Section 2. 101.055 (3) (d) of the statutes is created to read:
SB508,2,1310 101.055 (3) (d) No standards adopted under this subsection may require a
11member of a volunteer or paid fire department maintained by a political subdivision
12of this state to complete more than 60 hours of training prior to participating in
13structural fire fighting.
