SB578,1,3 1An Act to amend 29.104 (4) (a) (intro.); and to create 29.104 (4) (am) of the
2statutes; relating to: issuing crossbow hunting permits to persons who are
3physically unable to use a bow and arrow.
Analysis by the Legislative Reference Bureau
Under current law, a person may receive a permit from the department of
natural resources to hunt with a crossbow if the person has suffered a disability
affecting certain upper extremities, such as a hand or certain fingers, and if the
person is unable to use a bow and arrow. If the disability involves a permanent
substantial loss of function in one or both hands, arms or shoulders, a crossbow
permit may not be issued unless the person fails certain strength tests. Under
current law, a licensed physician must administer these upper extremity strength
tests. Under this bill, a person is also eligible for a crossbow permit if a licensed
physician certifies in writing that the person is physically unable to hunt with a bow
and arrow.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
