SB593,1,2 1An Act to amend 42.04; and to create 42.13 of the statutes; relating to: a youth
2and athlete facility at state fair park.

The 1995-97 budget act authorizes the building commission to contract public
debt for a youth and athlete facility at state fair park. This bill provides that the state
fair park board may permit the youth and athlete facility to be used only by persons
under the age of 21 participating in activities at state fair park, athletes training at
the Olympic ice training center, chaperones of those participants and athletes who
are under the age of 21 and coaches of those athletes who are under the age of 21.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB593, s. 1 3Section 1. 42.04 of the statutes is amended to read:
SB593,1,8 442.04 Private operation and leasing. Nothing in this chapter shall prevent
5the operation and leasing of any facilities by private entrepreneurs, except that the
6state shall reserve the use of state fair park facilities for a sufficient period of time
7every year for purposes of conducting an annual state fair and except as provided in
8s. 42.13

SB593, s. 2 9Section 2. 42.13 of the statutes is created to read:

142.13 Youth and athlete facility operation. The state fair park board may
2operate a youth and athlete facility at state fair park. The state fair park board may
3permit the youth and athlete facility to be used only by the following:
SB593,2,6 4(1) A person under the age of 21 who is registered with the state fair park board
5to participate in an activity at state fair park other than at the Olympic ice training
6center.
SB593,2,8 7(2) A person who is registered, with the state fair park or the entity operating
8the Olympic ice training center, to train at the Olympic ice training center.
SB593,2,10 9(3) Not more than one chaperone for each person who is registered under sub.
10(1).
SB593,2,12 11(4) Not more than one chaperone or coach for each person under the age of 21
12who is registered under sub. (2).
