SB645,1,2 1An Act to create 121.91 (4) (f) of the statutes; relating to: increasing a school
2district's revenue limit for certain technology-related expenditures.
Analysis by the Legislative Reference Bureau
Current law limits the increase in the total amount of revenue that a school dis
trict may receive from general school aids and property taxes. In the 1995-96 school
year, the maximum allowable increase per pupil is $200. In each school year thereaf
ter, the maximum allowable increase per pupil is $206. The limit is based on the dif
ference between the average of the number of pupils enrolled in the 3 previous school
years and the average of the number of pupils enrolled in the current and 2 preceding
school years.
This bill increases a school district's revenue limit in any school year by the
amount spent by the school district in the previous school year for one or more of the
following purposes:
1. Training teachers, librarians and other staff members in the use and integra
tion of technology for educational purposes.
2. Purchasing or upgrading technology, including computer hardware and soft
ware, distance education equipment and other equipment, materials or resources re
lated to the project, and wiring within a school or library building or to connect
schools in the same school district if such wiring is directly related to the project.
3. Integrating the use of educational technology and distance education
throughout the curriculum.
4. Implementing the use of technology to enhance administrative efficiencies.
5. Offering community education opportunities through distance education or
educational technology to school district, municipal or county residents.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB645, s. 1 1Section 1. 121.91 (4) (f) of the statutes is created to read:
SB645,2,52 121.91 (4) (f) The limit otherwise applicable to a school district's revenue under
3sub. (2m) in any school year is increased by an amount equal to the amount spent by
4the school district in the previous school year for any of the purposes specified in s.
516.992 (5) (a).
