SB671,1,3 An Act to repeal 20.505 (1) (cm); and to create 20.505 (1) (cm) of the statutes; relating to: state financial assistance to the Wisconsin Lake Schooner Educa tion Association and making an appropriation.

This bill provides state financial assistance to the Wisconsin Lake Schooner Education Association in the amount of $397,000 for personnel costs incurred in fi nancing the construction of a tall sailing ship to represent this state as a part of the sesquicentennial of Wisconsin statehood in 1998. The assistance is available begin ning on the day on which the bill becomes law and ending on June 30, 1998, upon written agreement between the department of administration (DOA) and the Wis consin Lake Schooner Education Association to use the assistance for the purpose provided in the bill. The agreement must authorize DOA and the legislative audit bureau to verify compliance with its terms.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SB671, s. 1 Section 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert the following amounts for the purposes indicated: - See PDF for table - See PDF for table

SB671, s. 2 Section 2. 20.505 (1) (cm) of the statutes is created to read:

SB671,2,6 20.505 (1) (cm) Aid to Wisconsin Lake Schooner Education Association. As a continuing appropriation, the amounts in the schedule to provide financial assis tance to the Wisconsin Lake Schooner Education Association as provided in 1995 Wisconsin Act .... (this act), section 4 (1) . No moneys may be encumbered under this paragraph after June 30, 1998.

SB671, s. 3 Section 3. 20.505 (1) (cm) of the statutes, as created by 1995 Wisconsin Act .... (this act), is repealed.

SB671, s. 4 Section 4 . Nonstatutory provisions; state aid to Wisconsin Lake Schooner Education Association.

SB671,3,2 (1)  From the appropriation under section 20.505 (1) (cm) of the statutes, as created by this act, the department of administration shall provide financial assis tance to the Wisconsin Lake Schooner Education Association for personnel costs in curred in financing the construction of a tall sailing ship to represent this state as a part of the sesquicentennial of Wisconsin statehood in 1998. The department shall provide the assistance authorized under this subsection upon written agreement with the Wisconsin Lake Schooner Education Association to use the assistance for the purpose specified in this subsection. The agreement shall authorize the depart ment and the legislative audit bureau to verify compliance with its terms. Financial assistance shall be provided under this subsection in the following amounts for the following fiscal years:

SB671,3,3 (a)  Fiscal year 1995-96$126,000.

SB671,3,4 (b)  Fiscal year 1996-97$132,200.

SB671,3,5 (c)  Fiscal year 1997-98$138,800.

SB671, s. 5 Section 5. Effective dates. This act takes effect on the day after publication, except as follows:

SB671,3,9 (1)  The repeal of section 20.505 (1) (cm) of the statutes takes effect on July 1, 1998.
