SJR53,1,3 1Relating to: memorializing Congress to enact legislation to facilitate the
2development and approval of new drugs, biological products and medical
3devices.
SJR53,1,54 Whereas, improving patient access to quality health care is a paramount
5national goal; and
SJR53,1,86 Whereas, the key to improved health care, especially for persons with serious
7unmet medical needs, is the rapid approval of safe and effective new drugs, biological
8products and medical devices; and
SJR53,1,129 Whereas, minimizing the delay between discovery and eventual approval of a
10new drug, biological product or medical device derived from research conducted by
11innovative pharmaceutical and biotechnology companies would improve the lives of
12millions of Americans; and
SJR53,1,1613 Whereas, current limitations on the dissemination of information about
14pharmaceutical products reduce the availability of information to physicians, other
15health care professionals and patients and unfairly limit the right of free speech
16guaranteed by the first amendment to the U.S. constitution; and

1Whereas, the current rules and practices governing the review of new drugs,
2biological products and medical devices by the United States Food and Drug
3Administration can delay approvals and are unnecessarily expensive; now,
4therefore, be it
SJR53,2,10 5Resolved by the senate, the assembly concurring, That the members of the
6Wisconsin legislature respectfully urge the Congress of the United States to address
7this important issue by enacting comprehensive legislation to facilitate the rapid
8review and approval of innovative new drugs, biological products and medical
9devices, without compromising patient safety or product effectiveness; and, be it
10further
SJR53,2,13 11Resolved, That the senate chief clerk shall provide copies of this joint
12resolution to the President of the United States and to each member of the U.S.
13senate and the U.S. house of representatives.
