AB152,1,2 1An Act to amend 20.143 (1) (fm) and 20.143 (1) (im) of the statutes; relating to:
2a grant to a minority nonprofit association and making appropriations.

This bill authorizes the department of commerce to make a grant of up to
$50,000 to a nonprofit association called the Afrikan American Association for
International Trade and Commerce to promote cultural exchange opportunities for
Wisconsin minority group members and international trade and commerce with
African countries. Grant proceeds would be paid from 2 existing appropriations to
the department of commerce for grants and loans under certain minority business
programs. In order to receive the grant, the association must submit a detailed plan
for the use of the proceeds that involves educating minority group members between
the ages of 12 and 20 years about African culture, trade and commerce. The
association and the department must enter into an agreement about the specific
conditions for the use of the proceeds and the association must submit a report to the
department on the use of the proceeds.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB152, s. 2 5Section 2. 20.143 (1) (im) of the statutes is amended to read:
AB152,2,96 20.143 (1) (im) Minority business projects; repayments. All moneys received in
7repayment of grants or loans under s. 560.83 to be used for grants and loans under
8ss. 560.82 and 560.83 and, the grant under 1993 Wisconsin Act 110, section 3, and
9the grant under 1997 Wisconsin Act .... (this act) section 3

AB152,2,1211 (1) Grant to minority nonprofit association for international cultural
12exchange, trade and commerce

AB152,2,1413 (a) In this subsection, "minority group member" has the meaning given in
14section 560.036 (1) (f) of the statutes.
AB152,2,2015 (b) The department of commerce may make a grant of not more than $50,000
16from the appropriations under section 20.143 (1) (fm) and (im) of the statutes, as
17affected by this act, to the Afrikan American Association for International Trade and
18Commerce to promote cultural exchange opportunities for Wisconsin minority group
19members and international trade and commerce with African countries if all of the
20following apply:
AB152,2,2321 1. The association submits to the department of commerce a detailed plan for
22the proposed use of the grant that involves the education of minority group members
23between the ages of 12 and 20 years about African culture, trade and commerce.
AB152,2,2424 2. The secretary of commerce approves the plan.

13. The association enters into a written agreement with the department of
2commerce that specifies the conditions for the use of the grant proceeds, including
3reporting and auditing requirements.
AB152,3,64 4. The association agrees in writing to submit to the department of commerce,
5within 6 months after spending the full amount of the grant, a report detailing how
6the grant proceeds were used.
AB152,3,87 (c) The department of commerce may not pay grant proceeds under this
8subsection after June 30, 1997.
