AB569,1,3 1An Act to create 15.07 (1) (b) 21., 15.345 (3m), 20.370 (1) (Lt) and 29.153 of the
2statutes; relating to: the creation and responsibilities of a tournament fishing
3board, granting rule-making authority and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill creates the tournament fishing board attached for administrative
purposes to the department of natural resources. Under the bill, the board must
establish a program to provide educational programs to persons on how to conduct
fishing tournaments and to authorize fishing tournaments. The bill authorizes the
board to establish a fee for these services. Under current law, there is no specific
regulation of fishing tournaments.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB569, s. 1 4Section 1. 15.07 (1) (b) 21. of the statutes is created to read:
AB569,1,55 15.07 (1) (b) 21. Tournament fishing board.
AB569, s. 2 6Section 2. 15.345 (3m) of the statutes is created to read:

115.345 (3m) Tournament fishing board. There is created tournament fishing
2board attached to the department of natural resources under s. 15.03. The board
3shall consist of 7 members appointed for 6-year terms. At least 3 members of the
4board shall be from the area north of a line running east and west through the south
5limits of the of the city of Stevens Point, and at least 3 members shall be from the area
6south of that line.

AB569,2,108 20.370 (1) (Lt) Tournament fishing program. As a continuing appropriation,
9all moneys remitted to the department under s. 29.153 (3) to be used for the
10tournament fishing program under s. 29.153.
AB569, s. 4 11Section 4. 29.153 of the statutes is created to read:
AB569,2,14 1229.153 Tournament fishing. (1) Program establishment. The tournament
13fishing board shall establish a program to provide educational programs to persons
14on how to conduct fishing tournaments and to authorize fishing tournaments.
AB569,2,16 15(2) Tournament approval. The tournament fishing board shall approve fishing
16tournaments based on the rules promulgated in sub. (4).
AB569,2,21 17(3) Fees. (a) The tournament fishing board shall establish a fee for the course
18established under sub. (1) on how to conduct fishing tournaments and a fee for
19applying for the authorization of a fishing tournament. A fee under this subsection
20shall equal the amount necessary to cover the cost of providing the education
21program or determining whether to authorize the tournament.
AB569,2,2322 (b) Fees collected under this subsection shall be deposited in the conservation
23fund and credited to the appropriation account under s. 20.370 (1) (Lt).
AB569,2,25 24(4) Rules. The board may promulgate rules to administer and implement this
25program.

1Section 5. Nonstatutory provisions.
AB569,3,82 (1) Notwithstanding section 15.345 (3m) of the statutes, as created by this act,
3the governor shall designate the terms of 2 members of the tournament fishing board
4appointed under section 15.345 (3m) of the statutes, as created by this act, to expire
5on May 1, 1999, the terms of 2 members of the tournament fishing board appointed
6under section 15.345 (3m) of the statutes, as created by this act, to expire on May 1,
72001, and the terms of 3 members of the tournament fishing board appointed under
8section 15.345 (3m) of the statutes, as created by this act, to expire on May 1, 2003.
