Analysis by the Legislative Reference Bureau
Under current law, the publisher of a newspaper is required to pay a newspaper
recycling fee based on the volume of newsprint used by the publisher. The newspaper
recycling fee does not apply if the newsprint on which the newspaper is printed
contains a specified minimum percentage of fiber derived from postconsumer waste.
The current specified minimum percentage is 35% but is scheduled to increase in
1998 to 40% and in the year 2000 to 45%.
This bill eliminates the scheduled increases to the specified minimum
percentage of fiber derived from postconsumer waste and retains the current
specified minimum percentage of 35%.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB689,1,66 287.31 (3) (c) 2e. 1996 and thereafter, 35%.
