AB689,1,4 An Act to repeal 287.31 (3) (c) 2m., 2s. and 3.; and to amend 287.31 (3) (c) 2e. of the statutes; relating to: the newspaper recycling fee and scheduled increases to the minimum percentage of newsprint's fiber derived from postconsumer waste.

Analysis by the Legislative Reference Bureau

Under current law, the publisher of a newspaper is required to pay a newspaper recycling fee based on the volume of newsprint used by the publisher. The newspaper recycling fee does not apply if the newsprint on which the newspaper is printed contains a specified minimum percentage of fiber derived from postconsumer waste. The current specified minimum percentage is 35% but is scheduled to increase in 1998 to 40% and in the year 2000 to 45%.

This bill eliminates the scheduled increases to the specified minimum percentage of fiber derived from postconsumer waste and retains the current specified minimum percentage of 35%.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

AB689, s. 1 Section 1. 287.31 (3) (c) 2e. of the statutes is amended to read:

AB689,1,6 287.31 (3) (c) 2e. 1996 and thereafter, 35%.

AB689, s. 2 Section 2. 287.31 (3) (c) 2m., 2s. and 3. of the statutes are repealed.
