This bill establishes a Family, Communities and Schools Institute in the
department of education at the University of Wisconsin-Madison. The bill directs
the institute to develop and apply scientific knowledge about families, communities
and schools in order to increase parental involvement in early childhood and in
schools and to improve the educational accomplishments of children.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB775, s. 3 4Section 3. 36.25 (40) of the statutes is created to read:
AB775,2,115 36.25 (40) Family, Communities and Schools Institute. (a) There is
6established a Family, Communities and Schools Institute in the department of
7education at the University of Wisconsin-Madison. The institute shall develop and
8apply scientific knowledge about families, communities and schools in order to
9increase parental involvement in early childhood and in schools and to improve the
10educational accomplishments of children in this state. The institute shall do all of
11the following:
AB775,2,1312 1. Award stipends to educational and community leaders to enable them to visit
13the institute for extended periods to study and share their experiences.
AB775,2,1514 2. Award grants to school districts to implement strategies for increasing
15parental involvement in the schools.
AB775,2,1716 3. Offer seminars during the summer on institute research and sponsor the
17attendance of public school personnel at the seminars.
AB775,2,1818 4. Offer one-day workshops presented by visiting scholars.

15. Hold at least 2 conferences each year on institute activities.
AB775,3,32 (b) At least 50% of the moneys appropriated for the institute under s. 20.285
3(1) (cs) shall be used for the activities specified in par. (a) 1. to 5.
