AB874,1,3 1An Act to create 46.28 (1) (e) 9. of the statutes; relating to: expanding the
2definition of sponsor for developing residential facilities that are eligible for
3financing by the Wisconsin Housing and Economic Development Authority.

Under current law, the department of health and family services (DHFS) is
authorized to approve for financing (including loans or the issuance of bonds) by the
Wisconsin Housing and Economic Development Authority any residential facility,
developed by a sponsor, if the residential facility will help meet the housing needs
of elderly or disabled persons, children with long-term care needs, homeless persons
or victims of domestic abuse. Sponsors are defined to mean DHFS, county
departments, county commissions on aging, municipal housing authorities,
nonprofit health institutions, tribal councils, housing corporations, limited-profit or
nonprofit entities and other entities that meet criteria of WHEDA.
This bill expands the definition of sponsor for the purpose of developing
residential facilities that are eligible for financing by WHEDA to include a for-profit
entity that is engaged in providing medical care or residential care or services. The
definition includes a hospital, a nursing home, a community-based residential
facility and a residential care apartment complex.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB874, s. 1 1Section 1. 46.28 (1) (e) 9. of the statutes is created to read:
AB874,2,32 46.28 (1) (e) 9. An entity that is operated for profit and that is engaged in
3providing medical care or residential care or services, including all of the following:
AB874,2,44 a. A hospital, as defined in s. 50.33 (2).
AB874,2,55 b. A nursing home, as defined in s. 50.01 (3).
AB874,2,66 c. A community-based residential facility, as defined in s. 50.01 (1g).
AB874,2,77 d. A residential care apartment complex, as defined in s. 50.01 (1d).
