AB887,1,4 1An Act relating to: directing the department of workforce development to
2develop a model of cooperation between that department and religious
3organizations to assist religious institutions in offering various employment
4preparation services to low-income individuals.
Analysis by the Legislative Reference Bureau
This bill requires the department of workforce development (DWD) to develop,
no later than October 1, 1998, a model of cooperation between DWD and religious
institutions to provide technical assistance to religious organizations offering to
low-income individuals who are unemployed or who are making the transition from
welfare to work assistance in developing certain job and life skills. The bill requires
DWD to submit the model to the legislature not later than October 15, 1998.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB887, s. 1 5Section 1. Nonstatutory provisions.
AB887,2,76 (1) Model for religious institutions. The department of workforce
7development shall, not later than October 1, 1998, develop a model of cooperation

1between the department and religious institutions to involve religious institutions
2in assisting low-income individuals who are unemployed and individuals who are
3making the transition from welfare to work. In developing the model, the
4department of workforce development shall look to similar models developed in other
5states. The model shall include recommended technical assistance to be offered by
6the department of workforce development to religious institutions offering
7assistance in any of the following areas:

AB887,2,1111 (d) Developing life coping skills.

AB887,2,1515 (h) Developing problem solving skills.
AB887,2,1616 (i) Preparing a resume.
AB887,2,1717 (j) Maintaining self-sufficiency.
AB887,2,1818 (k) Personal health and hygiene.
AB887,2,1919 (L) Selecting medical coverage.
AB887,2,2020 (m) Selecting quality child care.
AB887,2,2321 (2) Submission to the legislature. Not later than October 15, 1998, the
22department of workforce development shall submit the model to the legislature in
23the manner provided under section 13.172 (2) of the statutes.
