3to affect 1997 Wisconsin Act 27, section 9132 (7c); relating to: the elimination
4of the badger care program.
Analysis by the Legislative Reference Bureau
1997 Wisconsin Act 27 (the budget act) created a health care program, known
as the badger care program, for low-income families without access to employer
subsidized health care coverage. Under that program, the department of health and
family services is required to provide to eligible low-income families the same health
services and benefits that are provided under the medical assistance program.
This bill eliminates the badger care program.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

120.435 (1) (bm) Medical assistance administration. Biennially, the amounts
2in the schedule to provide the state share of administrative contract costs for the
3medical assistance program under ss. s. 49.45 and 49.665 and to reimburse insurers
4for their costs under s. 49.475. No state positions may be funded in the department
5of health and family services from this appropriation, except positions for the
6performance of duties under a contract in effect before January 1, 1987, related to
7the administration of the medical assistance program between the subunit of the
8department primarily responsible for administering themedical assistance program
9and another subunit of the department. Total administrative funding authorized for
10the program under s. 49.665 may not exceed 10% of the amounts budgeted under sub.
11(5) (bc) and (p).

13is amended to read:
