from representatives of news media that are owned or operated by a principal
regulated under the lobbying laws.

1. Assembly rule 25 (3) is amended to read:

Assembly Rule 25 (3) Representatives of news media that regularly publish or
6broadcast reports available to the general public who are actively engaged in
7reporting the proceedings of the assembly
and that are not owned or operated by a
8principal, as defined in section 13.62 (12) of the statutes, except that during the
9sessions of the assembly the privilege shall extend only to the designated press area.
