AB141,1,3 1An Act to amend 341.08 (2) (c), 341.11 (1) and 341.17 (2); and to create 341.08
2(2) (cm) of the statutes; relating to: vehicle color and motor vehicle registration
3and providing a penalty.
Analysis by the Legislative Reference Bureau
Under current law, an applicant for registration of a motor vehicle must provide
a description of the vehicle, including the vehicle's make, model and identification
number. Current law requires the department of transportation (DOT) to compile
a list of new automobiles and motor trucks being registered for the first time after
purchase from a motor vehicle dealer.
This bill requires the applicant for registration of a motor vehicle, other than
a motorcycle or a vehicle having a gross weight of more than 8,000 pounds, to include
the vehicle's color in the application. The bill requires DOT to include a place on the
registration application form for the applicant to identify the vehicle's current color,
if the color has changed since the vehicle was last registered. The bill also requires
that the vehicle color be included in the compiled registration list of new vehicles.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 341.08 (2) (c) of the statutes is amended to read:
AB141,2,62 341.08 (2) (c) A description of the vehicle, including make, model, color,
3identification number and any other information which the department may
4reasonably require for proper identification of the vehicle. An application for a
5motorcycle or for a vehicle registered at a gross weight of more than 8,000 pounds is
6not required to include the vehicle color in the description of the vehicle.
AB141, s. 2 7Section 2. 341.08 (2) (cm) of the statutes is created to read:
AB141,2,108 341.08 (2) (cm) A place for the applicant to indicate whether the color of the
9vehicle being registered has changed from the color specified on the certificate of
10registration and, if so, the new color.
AB141, s. 3 11Section 3. 341.11 (1) of the statutes is amended to read:
AB141,2,2012 341.11 (1) Except as provided in sub. (2) the department upon registering a
13vehicle shall issue and deliver to the owner a certificate of registration. The
14certificate shall contain the name, residence and address of the owner ,; a brief
15description of the vehicle, including its color; the registration number assigned; and
16the date of expiration of registration. The certificate shall be in such form and may
17contain such additional information as the department deems advisable. A
18certificate for a motorcycle or for a vehicle registered at a gross weight of more than
198,000 pounds is not required to include the vehicle color in the description of the
20vehicle.
AB141, s. 4 21Section 4. 341.17 (2) of the statutes is amended to read:
AB141,3,722 341.17 (2) The department shall compile a list by counties of new automobile
23and motor truck registrations. Registrations for other new vehicles may be included
24if deemed necessary by the department. Such lists shall be compiled at such
25intervals during the month as is deemed necessary by the department but the final

1list compiled each month shall include the listing of the last day of the month. Such
2list shall contain only those vehicles being registered for the first time after sale by
3a dealer. Such list shall contain the name and address of the owner ,; the make, body
4type, and identification number of the vehicle,; the color of the vehicle, if the vehicle
5is not a motorcycle or is not registered at a gross weight of more than 8,000 pounds;

6the dealer license number, if such dealer is registered in this state ,; and the date of
7sale.
AB141, s. 5 8Section 5. Initial applicability.
AB141,3,109 (1) This act first applies to applications for registration of vehicles submitted
10to the department of transportation on the effective date of this subsection.
AB141, s. 6 11Section 6. Effective date.
AB141,3,1312 (1) This act takes effect on the first day of the 4th month beginning after
13publication or on January 1, 2000, whichever is later.
