AB31,1,2 1An Act to create 301.029 of the statutes; relating to: prisoner access to personal
2information and contract authority of the department of corrections.

This bill provides that the department of corrections may not enter into any
contract or other agreement if, in the performance of the contract or agreement, a
prisoner would have access to any personal information relating to an individual who
is not a prisoner. Under the bill, personal information relating to an individual
includes the individual's address, telephone number, social security number, marital
status, gender, race, religious affiliation, date or place of birth, place of or type of
employment or any other information that may be used to identify the individual.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB31, s. 1 3Section 1. 301.029 of the statutes is created to read:
AB31,2,2 4301.029 Contracts requiring prisoner access to personal information.
5(1) In this section, "personal information" includes an individual's address,
6telephone number, social security number, marital status, gender, race, religious

1affiliation, date or place of birth, place of or type of employment or any other
2information that may be used to identify an individual.
AB31,2,5 3(2) The department may not enter into any contract or other agreement if, in
4the performance of the contract or agreement, a prisoner would have access to any
5personal information relating to an individual who is not a prisoner.
AB31, s. 2 6Section 2. Initial applicability.
AB31,2,87 (1) This act first applies to contracts entered into or renewed by the department
8of corrections on the effective date of this subsection.
