AB813,1,2 1An Act to amend 119.04 (1); and to create 118.57 of the statutes; relating to:
2the terms of address that pupils use with school employes.

This bill requires all public and charter school pupils, when addressing the
employes of the school they are attending, to use the term "ma'am", "sir", "mr.",
"mrs.", "miss" or "ms.", as appropriate. The requirement first applies in the 2000-01
school year to pupils in grades kindergarten to 5. One grade is added in each
succeeding school year. The bill directs each school board (and the governing body
of each charter school that is not an instrumentality of a school district) to establish
disciplinary procedures and measures for pupils who violate the requirement.
Discipline may include community service but may not include suspension or
expulsion.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB813, s. 1 3Section 1. 118.57 of the statutes is created to read:
AB813,2,5 4118.57 Public and charter school employes; address by pupils. (1)
5Subject to sub. (2), when a pupil is speaking to an employe of the public school or
6charter school that he or she attends while at school or while under the supervision

1of a school authority, the pupil shall address and respond to the employe by using the
2terms "Yes, ma'am" and "No, ma'am" or "Yes, sir" and "No, sir", as appropriate, or
3"Yes, Miss, Mrs. or Ms. (surname)" and "No, Miss, Mrs. or Ms. (surname)" or "Yes, Mr.
4(surname)" and "No, Mr. (surname)", as appropriate, each title to be followed by the
5appropriate surname.
AB813,2,6 6(2) The requirement under sub. (1) applies as follows:
AB813,2,97 (a) In the 2000-01 school year, to all pupils enrolled in grades kindergarten to
85, except that the requirement does not apply to pupils enrolled in kindergarten until
9October 1, 2000.

AB813,2,2120 (g) In the 2006-07 school year, to all pupils enrolled in grades kindergarten to

AB813,2,2322 (h) In the 2007-08 school year and in each school year thereafter, to all pupils
23enrolled in grades kindergarten to 12.
AB813,3,2 24(3) Each school board and the governing body of each charter school that is not
25an instrumentality of a school district shall adopt rules establishing disciplinary

1procedures and measures, which may include community service but may not
2include suspension or expulsion, for pupils who violate sub. (1).

9118.51, 118.52, 118.55 to 118.57, 120.12 (5) and (15) to (25), 120.125, 120.13 (1), (2)
10(b) to (g), (3), (14), (17) to (19), (26), (34) and (35) and 120.14 are applicable to a 1st
11class city school district and board.
