SB189,1,3 1An Act to amend 36.27 (1) (a) and 73.0305; and to create 36.27 (1) (b) of the
2statutes; relating to: limiting increases of academic fees at the University of
3Wisconsin System.
Analysis by the Legislative Reference Bureau
This bill limits increases of academic fees (resident, undergraduate tuition) at
the University of Wisconsin System to the percentage change in the consumer price
index.
For further information see the state fiscal estimate, which will be printed as
an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB189, s. 1 4Section 1. 36.27 (1) (a) of the statutes is amended to read:
SB189,2,35 36.27 (1) (a) Subject to par. pars. (b) and (c), the board may establish for
6different classes of students differing tuition and fees incidental to enrollment in
7educational programs or use of facilities in the system. Except as otherwise provided
8in this section, the board may charge any student who is not exempted by this section

1a nonresident tuition. The board may establish special rates of tuition and fees for
2the extension and summer sessions and such other studies or courses of instruction
3as the board deems advisable.
SB189, s. 2 4Section 2. 36.27 (1) (b) of the statutes is created to read:
SB189,2,85 36.27 (1) (b) The annual increase in undergraduate academic fees may not
6exceed an amount equal to the corresponding academic fees of the previous academic
7year multiplied by the sum of 1.0 plus the allowable rate of increase under s. 73.0305
8expressed as a decimal.
SB189, s. 3 9Section 3. 73.0305 of the statutes is amended to read:
SB189,2,18 1073.0305 Revenue limits calculations. The department of revenue shall
11annually determine and certify to the board of regents of the University of Wisconsin
12System, no later than the 4th Monday in April, the allowable rate of increase for
13academic fees under s. 36.27 (1) (b) and
to the state superintendent of public
14instruction, no later than the 4th Monday in June, the allowable rate of increase for
15the limit imposed under subch. VII of ch. 121. For those academic fees and for that
16limit, the allowable rate of increase is the percentage change in the consumer price
17index for all urban consumers, U.S. city average, between the preceding March 31
18and the 2nd preceding March 31, as computed by the federal department of labor.
