The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
Prefatory note: This bill was prepared for the joint legislative council's special
committee on the children at risk program. The bill establishes a planning grant program
for pupils retained in the 4th grade. Specifically, the bill appropriates $300,000 in fiscal
year 2000-01 to the department of public instruction (DPI) to be used for grants to school
districts and cooperative educational service agencies to plan appropriate programs for
4th grade pupils who have failed to be promoted to the 5th grade. The DPI grants must
be awarded on a competitive basis and individual grants may not exceed $10,000.
Further, under the bill, each grant recipient must submit a report to the state
superintendent of public instruction on the plans developed with the funds and the state
superintendent may publish those plans.
The appropriation for this program is derived from general purpose revenues and
is established as an annual program. These grants will permit districts who apply for a
grant to begin to plan for pupils that are retained in the 4th grade for any purpose.

10pupils who have failed to be promoted to the 5th grade. Grants shall be awarded on
11a competitive basis. No grant may exceed $10,000. Each grant recipient shall submit
