SB403,1,4 An Act to renumber 44.70 (1); to amend 16.974 (7) (a), 20.275 (1) (s) (title) and 44.70 (2g); and to create 44.70 (1g) of the statutes; relating to: eligibility of certain athletic associations for financial assistance for telecommunications access.

Analysis by the Legislative Reference Bureau

Under current law, certain educational agencies, such as school districts, may request financial assistance that is administered by the technology for educational achievement in Wisconsin board for access to either one data line or video link. This bill specifies that athletic associations are also eligible for such financial assistance. The bill defines "athletic association" as a nonprofit corporation that coordinates athletic events or contests for students enrolled in grades 9 to 12. Financial assistance to athletic associations is made from the appropriation under current law for providing assistance to school districts.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SB403, s. 1 Section 1. 16.974 (7) (a) of the statutes, as affected by 1999 Wisconsin Act 9, is amended to read:

SB403,2,4 16.974 (7) (a) Coordinate with the technology for educational achievement in Wisconsin board to provide school districts and, cooperative educational service agencies and athletic associations with telecommunications access under s. 44.73 and contract with telecommunications providers to provide such access.

SB403, s. 2 Section 2. 20.275 (1) (s) (title) of the statutes, as affected by 1999 Wisconsin Act 9, is amended to read:

SB403,2,8 20.275 (1) (s) (title) Telecommunications access; school districts and athletic associations; grant.

SB403, s. 3 Section 3. 44.70 (1) of the statutes is renumbered 44.70 (1h).

SB403, s. 4 Section 4. 44.70 (1g) of the statutes is created to read:

SB403,2,14 44.70 (1g) "Athletic association" means a nonstock corporation that is organized under ch. 181, that is a nonprofit corporation, as defined in s. 181.0103 (17), and that coordinates athletic events or contests for students enrolled in grades 9 to 12.

SB403, s. 5 Section 5. 44.70 (2g) of the statutes, as created by 1999 Wisconsin Act 9, is amended to read:

SB403,2,20 44.70 (2g) "Educational agency" means a school district, private school, cooperative educational service agency, technical college district, private college, public library system, public library board, athletic association, the Wisconsin Center for the Blind and Visually Impaired or the Wisconsin School for the Deaf.
