SB424,1,3 1An Act to amend 45.397 (2) (a), 46.27 (1) (dr) and 150.46 (1) of the statutes;
2relating to: schools eligible for veteran retraining grants, application of the
3state resource allocation program and making appropriations.
Analysis by the Legislative Reference Bureau
Under current law, a veteran may receive a grant of up to $3,000 for retraining
to enable the veteran to obtain employment. Currently, to receive a grant, the
veteran must be enrolled in a training course at a technical college or in an
on-the-job training program that meets program requirements promulgated by rule
by the department of veterans affairs. This bill allows a veteran to also receive a
retraining grant if the veteran is enrolled in a training course in a proprietary school
that is approved by the educational approval board.
Under current law, the construction of new nursing home beds, increases in
nursing home bed capacity, certain large capital expenditures and clinical
equipment expenditures, and the conversion of a nursing home to a developmental
disability facility are subject to the state resource allocation program. Under this
program, none of these activities may be undertaken without the approval of the
department of health and family services. Currently, this program does not apply
to the Wisconsin Veterans Home at King. Under this bill, the program would also
not apply to the new veterans nursing care facility in southeastern Wisconsin nor to
the three state centers for the developmentally disabled.
The bill also provides funding for staff to operate the Southern Wisconsin
Veterans Retirement Center, a residential facility for veterans located in

southeastern Wisconsin that was authorized in 1999 Wisconsin Act 9, the 1999-2001
budget bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB424, s. 1 1Section 1. 45.397 (2) (a) of the statutes is amended to read:

3under ch. 38 or in a proprietary school approved by the educational approval board
4under s. 45.54, other than a proprietary school offering a 4-year degree or 4-year
5programs,
or is engaged in a structured on-the-job training program that meets
6program requirements promulgated by the department by rule.
SB424, s. 2 7Section 2. 46.27 (1) (dr) of the statutes is amended to read:

SB424,3,220 (1) The authorized FTE positions for the department of veterans affairs from
21the appropriation under section 20.485 (2) (v) of the statutes is decreased by 1.0 PR

1position on the effective date of this subsection, for the purpose of managing the
2Wisconsin veterans museum.
SB424,3,63 (2) The authorized FTE positions for the department of veterans affairs from
4the appropriation under section 20.485 (4) (m) of the statutes is increased by 1.0 PR
5position on the effective date of this subsection, for the purpose of providing care and
6operation of the Southeastern Wisconsin Veterans Memorial Cemetery.

SB424,3,138 (1) In the schedule under section 20.005 (3) of the statutes for the appropriation
9to the department of veterans affairs under section 20.485 (2) (wd) of the statutes,
10as affected by the acts of 1999, the dollar amount is increased by $16,000 for fiscal
11year 1999-00 and the dollar amount is increased by $47,700 for fiscal year 2000-01
12to increase the authorized FTE positions by 1.0 SEG position on the effective date
13of this subsection, for the purpose of managing the Wisconsin veterans museum.
SB424,3,2014 (2) In the schedule under section 20.005 (3) of the statutes for the appropriation
15to the department of veterans affairs under section 20.485 (4) (q) of the statutes, as
16affected by the acts of 1999, the dollar amount is decreased by $9,100 for fiscal year
171999-00 and the dollar amount is decreased by $27,300 for fiscal year 2000-01 to
18decrease the authorized FTE positions by 1.0 PR position on the effective date of this
19subsection, for the purpose of providing care and operation of the Southeastern
20Wisconsin Veterans Memorial Cemetery.
SB424,4,221 (3) There is transferred from the appropriation to the department of veterans
22affairs under section 20.485 (4) (g) of the statutes, as affected by the acts of 1999, to
23the appropriation to that department under section 20.485 (4) (q) of the statutes, as
24affected by the acts of 1999, $29,900 in fiscal year 1999-2000 and $90,300 in fiscal
25year 2000-01 to transfer 2.5 FTE positions from PR to SEG for the purpose of

1providing care and operation of the Southeastern Wisconsin Veterans Memorial
2Cemetery.
SB424,4,73 (4) In the schedule under section 20.005 (3) of the statutes for the appropriation
4to the department of veterans affairs under section 20.485 (2) (tm) of the statutes,
5as affected by the acts of 1999, the dollar amount is increased by $725,000 for fiscal
6year 2000-01, for the purpose of planning the establishment and administration of
7a skilled nursing facility at the southeastern Wisconsin veterans facility.
SB424,4,138 (5) In the schedule under section 20.005 (3) of the statutes for the appropriation
9to the department of veterans affairs under section 20.485 (1) (gk) of the statutes, as
10affected by the acts of 1999, the dollar amount is increased by $1,134,800 for fiscal
11year 2000-01 to increase the authorized FTE positions by 23.0 PR positions on the
12effective date of this act, for the purpose of operating and providing care at the
13Southern Wisconsin Veterans Retirement Center.
SB424,4,1814 (6) In the schedule under section 20.005 (3) of the statutes for the appropriation
15to the department of veterans affairs under section 20.485 (2) (tj) of the statutes, as
16affected by the acts of 1999, the dollar amount is increased by $90,000 for fiscal year
