SB448,1,4 1An Act to renumber and amend 348.27 (9r); to amend 348.27 (9r) (title); and
2to create 348.27 (9r) (b) of the statutes; relating to: size and weight
3limitations for vehicles and combinations of vehicles transporting biosolids
4from a facility that recycles or processes metallic or nonmetallic scrap.
Analysis by the Legislative Reference Bureau
Under current law, the department of transportation (DOT) may issue annual
and consecutive month permits authorizing certain vehicles and combinations of
vehicles that exceed size, weight or load limitations to operate upon a highway. One
such permit authorizes the operation of oversize or overweight vehicles and
combinations of vehicles that are transporting metallic or nonmetallic scrap for the
purpose of recycling or processing.
This bill authorizes DOT to issue annual or consecutive month permits for the
transport of oversize or overweight vehicles and combinations of vehicles
transporting biosolids from a facility that recycles or processes metallic or
nonmetallic scrap. Like other permits authorizing the operation of oversize or
overweight vehicles, the permit is not valid on highways designated as part of the
national system of interstate or defense highways.
Because this bill concerns an exception to the vehicle weight limits specified in
chapter 348 of the Wisconsin Statutes, DOT, as required by law, will prepare a report
to be printed as an appendix to this bill.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB448, s. 1 1Section 1. 348.27 (9r) (title) of the statutes is amended to read:
SB448,2,22 348.27 (9r) (title) Transportation of scrap and its byproducts.
SB448, s. 2 3Section 2. 348.27 (9r) of the statutes is renumbered 348.27 (9r) (a) and
4amended to read:
SB448,2,135 348.27 (9r) (a) The department may issue an annual or consecutive month
6permit for the transportation of metallic or nonmetallic scrap for the purpose of
7recycling or processing on a vehicle or combination of vehicles which exceeds
8statutory weight or length limitations and for the return of the vehicle or
9combination of vehicles when empty. This subsection paragraph does not apply to
10the transportation of scrap on highways designated as part of the national system
11of interstate and defense highways, except for that portion of USH 51 between
12Wausau and STH 78 and that portion of STH 78 between USH 51 and the I 90/94
13interchange near Portage upon their federal designation as I 39.
SB448, s. 3 14Section 3. 348.27 (9r) (b) of the statutes is created to read:
SB448,2,1715 348.27 (9r) (b) 1. In this paragraph, "biosolids" means the solid, semisolid or
16liquid residue generated during the recycling or processing of metallic or nonmetallic
17scrap.
SB448,3,418 2. The department may issue an annual or consecutive month permit for the
19transportation of biosolids from the facility that generated the biosolids. The
20department may issue the permit for a vehicle or combination of vehicles that
21exceeds statutory weight or length limitations. The permit may authorize the

1transport of the empty vehicle or empty combination of vehicles to the recycling or
2processing facility. This paragraph does not apply to the transportation of biosolids
3on highways designated as part of the national system of interstate and defense
4highways.
