relating to: education
3vouchers issued to enrollees of the Wisconsin conservation corps and
4composition of the Wisconsin conservation corps board.
Analysis by the Legislative Reference Bureau
Under current law, an individual who is enrolled in the Wisconsin conservation
corps (WCC) for six months to one year is entitled to an education voucher of not more
than $2,800 to pay tuition and fees to attend an institution of higher education. This
bill allows a WCC enrollee to also use the voucher for payment of tuition and fees for
a private trade, business, correspondence or technical school that has been approved
by the state's educational approval board.
The bill extends the period of validity for a tuition voucher from three to six
years. The bill provides that an enrollee may request from the WCC board annual
extensions of a voucher beyond the six-year period, one year at a time.
Under current law, the Wisconsin conservation corps board (WCC board)
consists of seven members. The members must provide regional, environmental and
agricultural representation, and one member must be a member of a local workforce
development board (LWD board). An LWD board administers federal job training
programs at the local level. Under the bill, the WCC board member representing the
LWD board need not be a member of an LWD board but may be otherwise affiliated
with an LWD board.
