SB70,1,3 1An Act to repeal 20.485 (2) (dm) and (gd) and 45.054; and to create 20.485 (2)
2(dm), 20.485 (2) (gd) and 45.054 of the statutes; relating to: contributions for
3a World War II memorial in Washington, D.C. and making appropriations.
Analysis by the Legislative Reference Bureau
This bill gives the department of veteran affairs (DVA) authority to accept
contributions of money on behalf of Wisconsin veterans for the construction of a
World War II memorial in Washington, D.C. Under the bill, any contributions
received by DVA for the construction of a World War II memorial in Washington, D.C.
will be matched by the state, up to $166,100. The bill requires DVA to submit the
contributions plus the state match moneys to the American Battle Monuments
Commission by May 15, 2000, for the construction of memorial in Washington, D.C.
to honor members of the U.S. armed forces who served in World War II.
For further information see the state fiscal estimate, which will be printed as
an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB70, s. 1 4Section 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert
5the following amounts for the purposes indicated: - See PDF for table PDF - See PDF for table PDF
SB70, s. 2 1Section 2. 20.485 (2) (dm) of the statutes is created to read:
SB70,2,42 20.485 (2) (dm) World War II memorial. From the general fund, as a continuing
3appropriation, the amounts in the schedule for the construction of a World War II
4memorial as provided under s. 45.054.
SB70, s. 3 5Section 3. 20.485 (2) (dm) and (gd) of the statutes, as created by 1999
6Wisconsin Act .... (this act), are repealed.
SB70, s. 4 7Section 4. 20.485 (2) (gd) of the statutes is created to read:
SB70,2,98 20.485 (2) (gd) Gifts. From the general fund, all moneys received under s.
945.054 to carry out the purpose of s. 45.054.
SB70, s. 5 10Section 5. 45.054 of the statutes is created to read:
SB70,3,2 1145.054 World War II memorial. The department of veterans affairs may
12accept contributions of money as gifts on behalf of Wisconsin veterans for the
13construction of a World War II memorial to be located in Washington, D.C. The
14moneys received under this section shall be deposited in the general fund and
15credited to the appropriation account under s. 20.485 (2) (gd). The department may
16not accept any contributions under this section after April 30, 2000. From the
17appropriation under s. 20.485 (2) (dm), the department shall match any moneys
18received under this section, up to a maximum of $166,100. The department shall pay
19that match amount plus the moneys credited to the appropriation account under s.
2020.485 (2) (gd) to the American Battle Monuments Commission by May 15, 2000, for

1the construction of a memorial on federal land in the District of Columbia to honor
2members of the U.S. armed forces who served in World War II.
SB70, s. 6 3Section 6. 45.054 of the statutes, as created by 1999 Wisconsin Act .... (this
4act), is repealed.
SB70, s. 7 5Section 7. Effective dates. This act takes effect on the day after publication,
6or on the day after publication of the 1999-2000 biennial budget act, whichever is
7later, except as follows:
SB70,3,98 (1) The repeal of sections 20.485 (2) (dm) and (gd) and 45.054 of the statutes
9takes effect on June 1, 2000.
