The joint committee on legislative organization is required by s. 13.02 (3), stats.,
and by joint rule 81 (1) to develop a proposed session schedule early in each biennial
session period. This session schedule must "include at least one meeting in January
of each year" to implement the "annual sessions" intent, and is "to be submitted to
the legislature" for approval in the form of a joint resolution.
Under joint rule 81 (2), by majority action of the 2 houses or of the organization
committees of the 2 houses, any floorperiod may be convened earlier than its
scheduled convening date or may be extended beyond its scheduled ending date.
Under this joint resolution, by majority action of the 2 houses, any floorperiod other
than the floorperiod that commences on May 11, 1999, may be adjourned earlier than
its scheduled ending date; that floorperiod is not authorized to be adjourned until the
general fund executive budget bill has passed both houses.
Under joint rule 83 (2), during the periods of committee work preceding the
final general-business floorperiod (the floorperiod that commences on March 7,
2000), bills, resolutions and amendments may be introduced.
Under joint rule 83 (4), March 30, 2000, is the day on which proposals die for
the session, except proposals that have been passed by one house and concurred in,
as amended, by the other house, unless the legislature, by joint resolution, extends
the floorperiod that commences on March 7, 2000, and enumerates the proposals to
be carried forward for consideration during the extension.
Under joint rule 83 (5), no new proposals (except proposals pertaining to a veto
review session or to any special or extraordinary session) may be introduced after
March 30, 2000.
Under joint rule 82 (1) (g), proposals that have been passed by one house and
concurred in, as amended, by the other house as of March 30, 2000, may be
considered at the veto review session. This joint resolution provides, instead, that
these proposals are to be considered at the May 2 to 4, 2000, limited-business session
along with proposals for which a committee of conference has been appointed by the
houses as of March 30, 2000.
SJR1,2,1 1Resolved by the assembly, the senate concurring, That:
SJR1, s. 1 2Section 1. 1999-2000 Session schedule. (1) Biennial session period. The
3legislature declares that the biennial session period of the 1999 Wisconsin
4legislature began on Monday, January 4, 1999, and that the biennial session period
5ends at 12 noon on Monday, January 1, 2001.

1(2) Scheduled floorperiods and committee work periods. (a) Unreserved
2days.
Unless reserved under this subsection as a day to conduct an organizational
3meeting or to be part of a scheduled floorperiod of the legislature, every day of
4calendar years 1999 and 2000 is designated as a day for committee activity and is
5available to extend a scheduled floorperiod, convene an extraordinary session or take
6senate action on appointments as permitted by joint rule 81.
SJR1,3,97 (b) Inauguration. Pursuant to section 13.02 (1) of the statutes, the
8inauguration of the members of the 1999 legislature, and the organizing for business
9of the 2 houses, commences at 2 p.m. on Monday, January 4, 1999.
SJR1,3,1110 (c) Floorperiod. A floorperiod commences on Thursday, January 14, 1999, at
1110 a.m., and ends on Thursday, January 14, 1999.
SJR1,3,1312 (d) Floorperiod. A floorperiod commences on Tuesday, January 26, 1999, at 10
13a.m., and, unless adjourned earlier, ends on Thursday, January 28, 1999.
SJR1,3,1514 (e) Floorperiod. A floorperiod commences on Tuesday, February 16, 1999, at
1510 a.m., and, unless adjourned earlier, ends on Thursday, February 18, 1999.
SJR1,3,1916 (f) Budget deadline extended. The deadline of Tuesday, January 26, 1999, set
17by section 16.45 of the statutes for introduction of the executive budget bill or bills,
18submittal of the state budget report and delivery of the governor's budget message,
19is extended to Thursday, February 18, 1999.
SJR1,3,2120 (g) Floorperiod. A floorperiod commences on Tuesday, March 2, 1999, at 10
21a.m., and, unless adjourned earlier, ends on Thursday, March 4, 1999.
SJR1,3,2322 (h) Floorperiod. A floorperiod commences on Tuesday, March 16, 1999, at 10
23a.m., and, unless adjourned earlier, ends on Thursday, March 25, 1999.
SJR1,4,224 (i) Bills to governor. No later than Thursday, April 22, 1999, at 4:30 p.m., the
25chief clerk of each house shall submit to the governor for executive action thereon all

1enrolled bills originating in the chief clerk's house and having been passed by both
2houses, in regular, extraordinary or special session, on or before April 16, 1999.

4and, unless adjourned earlier, ends on Wednesday, June 30, 1999, but this floorperiod
5may not be adjourned until the general fund executive budget bill has been passed

SJR1,4,107 (k) Bills to governor. No later than Thursday, August 12, 1999, at 4:30 p.m., the
8chief clerk of each house shall submit to the governor for executive action thereon all
9enrolled bills originating in the chief clerk's house and having been passed by both
