SJR13,1,2 1Relating to: memorializing Congress to amend 21 USC 661 (a) to allow for the
2interstate shipment of state-inspected meat.
SJR13,1,63 Whereas, currently, federal law prohibits beef, pork and poultry products that
4are inspected under state meat inspection programs from being shipped across state
5lines, while federal law allows state-inspected ostrich, venison, buffalo and
6pheasant to be shipped across state lines; and
SJR13,1,77 Whereas, foreign meat products may be shipped freely among the states; and
SJR13,1,108 Whereas, Wisconsin has 100 small state-inspected slaughtering
9establishments, none of which is allowed to market products in interstate commerce
10due to an outdated federal law; and
SJR13,1,1311 Whereas, Wisconsin and the United States are currently suffering from a hog
12market crisis, including a closure of packing facilities and a reduction in slaughter
13activity, due in part to these outdated interstate restrictions; and

1Whereas, 21 USC 661 (a), is restricting the opportunity for these small plants
2to expand their markets across state lines, provide additional slaughter capacity for
3pork producers and increase the demand for their products; now, therefore, be it
SJR13,2,6 4Resolved by the senate, the assembly concurring, That the members of the
5Wisconsin legislature request Congress to address problems in the meat-processing
6industry concerning packing, processing and marketing capacities; and, be it further
SJR13,2,9 7Resolved, That the members of the Wisconsin legislature request Congress to
8amend 21 USC 661 (a) to allow for interstate shipment of all state-inspected meats;
9and, be it further
SJR13,2,13 10Resolved, That the senate chief clerk shall provide copies of this joint
11resolution to the President of the Senate and the Speaker of the House of
12Representatives of the United States and to each of the senators and representatives
13from Wisconsin.
