SJR17,1,2 1Relating to: requesting Congress to meet its fiscal responsibility for the education
2of children with disabilities.
SJR17,1,53 Whereas, the federal Individuals with Disabilities Education Act mandates
4that children with disabilities, ages 3 through 21, receive a free appropriate public
5education designed to meet their individual needs; and
SJR17,1,76 Whereas, the federal Individuals with Disabilities Education Act establishes a
7commitment to fund 40% of the cost of educating children with disabilities; and
SJR17,1,98 Whereas, the federal government currently meets only 10% of the cost of
9educating children with disabilities in Wisconsin; and
SJR17,1,1110 Whereas, the number of medically fragile children and those with special needs
11is growing faster than the general K-12 enrollment; and
SJR17,1,1412 Whereas, Wisconsin school districts are increasingly forced to transfer dollars
13from regular education in order to fund the mandated special education services;
14now, therefore, be it

1Resolved by the senate, the assembly concurring, That the members of the
2Wisconsin legislature request Congress to appropriate sufficient funds to meet its
3commitment of 40% support for the education of children with disabilities; and, be
4it further
SJR17,2,6 5Resolved, That the senate chief clerk shall provide a copy of this joint
6resolution to all of the members of this state's congressional delegation.
