AB133,1,2 An Act to amend 119.04 (1); and to create 118.57 of the statutes; relating to: the terms of address that pupils use with school employees.

This bill requires all public and charter school pupils, when addressing the employees of the school that they are attending, to use the term "ma'am," "sir," "mr.," "mrs.," "miss," or "ms.," as appropriate. The requirement first applies in the 2002-03 school year to pupils in grades kindergarten to five. One grade is added in each succeeding school year. The bill directs each school board (and the governing body of each charter school that is not an instrumentality of a school district) to establish disciplinary procedures and measures for pupils who violate the requirement. Discipline may include community service but may not include suspension or expulsion.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

AB133, s. 1 Section 1. 118.57 of the statutes is created to read:

AB133,2,5 118.57 Public and charter school employees; address by pupils. (1) Subject to sub. (2), when a pupil is speaking to an employee of the public school or charter school that he or she attends while at school or while under the supervision of a school authority, the pupil shall address and respond to the employee by using the terms "Yes, ma'am" and "No, ma'am" or "Yes, sir" and "No, sir," as appropriate, or "Yes, Miss, Mrs., or Ms. (surname)" and "No, Miss, Mrs. or Ms. (surname)", or "Yes, Mr. (surname)" and "No, Mr. (surname)," as appropriate, each title to be followed by the appropriate surname.

AB133,2,6 (2) The requirement under sub. (1) applies as follows:

AB133,2,9 (a) In the 2002-03 school year, to all pupils enrolled in grades kindergarten to 5, except that the requirement does not apply to pupils enrolled in kindergarten until October 1, 2002.

AB133,2,11 (b) In the 2003-04 school year, to all pupils enrolled in grades kindergarten to 6.

AB133,2,13 (c) In the 2004-05 school year, to all pupils enrolled in grades kindergarten to 7.

AB133,2,15 (d) In the 2005-06 school year, to all pupils enrolled in grades kindergarten to 8.

AB133,2,17 (e) In the 2006-07 school year, to all pupils enrolled in grades kindergarten to 9.

AB133,2,19 (f) In the 2007-08 school year, to all pupils enrolled in grades kindergarten to 10.

AB133,2,21 (g) In the 2008-09 school year, to all pupils enrolled in grades kindergarten to 11.

AB133,2,23 (h) In the 2009-10 school year and in each school year thereafter, to all pupils enrolled in grades kindergarten to 12.

AB133,3,2 (3) Each school board and the governing body of each charter school that is not an instrumentality of a school district shall adopt rules establishing disciplinary procedures and measures, which may include community service but may not include suspension or expulsion, for pupils who violate sub. (1).

AB133, s. 2 Section 2. 119.04 (1) of the statutes is amended to read:

AB133,3,11 119.04 (1) Subchapters IV, V and VII of ch. 115, ch. 121 and ss. 66.0235 (3) (c), 115.01 (1) and (2), 115.28, 115.31, 115.33, 115.34, 115.343, 115.345, 115.361, 115.38 (2), 115.45, 118.001 to 118.04, 118.045, 118.06, 118.07, 118.10, 118.12, 118.125 to 118.14, 118.145 (4), 118.15, 118.153, 118.16, 118.162, 118.163, 118.164, 118.18, 118.19, 118.20, 118.24 (1), (2) (c) to (f), (6) and (8), 118.245, 118.255, 118.258, 118.291, 118.30 to 118.43, 118.51, 118.52, 118.55 118.57, 120.12 (5) and (15) to (26), 120.125, 120.13 (1), (2) (b) to (g), (3), (14), (17) to (19), (26), (34), (35) and (37), 120.14 and 120.25 are applicable to a 1st class city school district and board.
