AB169,1,5 1An Act to amend 69.21 (3), 69.22 (1) (c) and 69.22 (1m); and to create 20.445
2(3) (g), 49.135, 69.21 (2m) and 69.22 (1) (d) of the statutes; relating to: a child
3care career education and training scholarship program, the sale of
4commemorative birth certificates and marriage certificates to fund that
5program, and making an appropriation.
Analysis by the Legislative Reference Bureau
Under current law, the department of workforce development (DWD)
administers various grant programs relating to child care. Those grant programs
include a child care resource and referral services grant program, a child care
start-up and expansion grant program, a child care quality improvement grant
program, and an early childhood excellence initiative.
This bill creates a child care career education and training scholarship program
to be administered by DWD. Under the program, DWD may award scholarships of
not more than $5,000 to individuals who are child care providers or are employed by
a child care provider to enable those individuals to take accredited courses towards
an associate degree or a bachelor's degree in the fields of child care or early childhood
education. Under the program, DWD, a scholarship recipient, and, if applicable, the
scholarship recipient's employer must enter into a contract specifying the
commitments of each party to the contract. The contract must include the amount
of the scholarship, which, subject to the $5,000 maximum scholarship limit, may
cover up to 100% of the cost of the scholarship recipient's books and tuition; the time

period of the contract and the number of credits the scholarship recipient will take
during that time period; and a commitment by the scholarship recipient not to resign
from employment with the child care provider that employed him or her during the
time period of the contract for at least six months after the end of that period as
specified in the contract or, if the scholarship recipient is an individual who is a child
care provider, to remain a child care provider for not less than six months after the
end of the time period of the contract as specified in the contract.
The bill also directs the state registrar of vital statistics to design
commemorative birth certificates and marriage certificates that are suitable for
display and to issue the certificates to any person who submits a written request and
pays a $42 fee. Thirty-five dollars of the fee must then be used for providing the
scholarships authorized under the bill and for administering that scholarship
program and the sale of the commemorative certificates.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB169, s. 1 1Section 1. 20.445 (3) (g) of the statutes is created to read:
AB169,2,72 20.445 (3) (g) Child care career education and training scholarships. All
3moneys received from the sale of commemorative birth certificates and marriage
4certificates under s. 69.21 (2m) to be used for providing child care career education
5and training scholarships under s. 49.135 (1) and for administering that scholarship
6program and the sale of those commemorative certificates as provided in s. 49.135
7(3).
AB169, s. 2 8Section 2. 49.135 of the statutes is created to read:
AB169,2,14 949.135 Child care career education and training. (1) Child care career
10education scholarships.
From the appropriation under s. 20.445 (3) (g), the
11department may award scholarships of not more than $5,000 to individuals who are
12child care providers or employed by a child care provider to enable those individuals
13to take accredited courses towards an associate degree or a bachelor's degree in the
14fields of child care or early childhood education.

1(2) Child care career education scholarship contracts. The department
2shall require a scholarship recipient under sub. (1) and, if applicable, the child care
3provider employing the scholarship recipient to enter into a contract with the
4department specifying the commitments required of each party to the contract. A
5contract under this subsection shall specify all of the following terms and conditions:
AB169,3,86 (a) The amount of the scholarship, which, subject to the $5,000 maximum limit
7specified in sub. (1), may cover up to 100% of the cost of the scholarship recipient's
8tuition and books.
AB169,3,109 (b) The time period of the contract and the number of credit hours of instruction
10that the scholarship recipient will take during that time period.
AB169,3,1711 (c) A commitment by the scholarship recipient not to resign from employment
12with the child care provider that employed the scholarship recipient during the time
13period of the contract for at least 6 months after the end of that time period, as
14specified in the contract; or, if the scholarship recipient is an individual who is a child
15care provider, a commitment by the individual to remain a child care provider for at
16least 6 months after the end of the time period in the contract, as specified in the
17contract.
AB169,3,23 18(3) Administration. From the appropriation under s. 20.445 (3) (g), the
19department shall pay the costs of administering the scholarship program under this
20section, and the secretary shall transfer an amount determined by the secretary,
21after consultation with the state registrar of vital statistics, to the appropriation
22under s. 20.435 (8) (kx) to pay for the costs of administering the sale of
23commemorative birth certificates and marriage certificates under s. 69.21 (2m).
AB169, s. 3 24Section 3. 69.21 (2m) of the statutes is created to read:

169.21 (2m) Commemorative birth certificates and marriage certificates. (a)
2The state registrar shall issue a commemorative birth certificate or marriage
3certificate commemorating the birth or marriage of any registrant who is the subject
4of a birth certificate or marriage certificate that is registered in the office of the state
5registrar to any person who submits a written request to the state registrar and pays
6the fee specified in s. 69.22 (1) (d). A commemorative birth certificate or marriage
7certificate issued under this subsection shall be considered an unverified copy of the
8original birth certificate or marriage certificate and may not be considered a certified
9copy of the original birth certificate or marriage certificate under sub. (1), or an
10uncertified copy of the original birth certificate or marriage certificate under sub. (2).
11No commemorative birth certificate or marriage certificate issued under this
12subsection may include any information that is prohibited from disclosure under s.
1369.20 (2).
AB169,4,2014 (b) The state registrar shall prescribe a design for commemorative certificates
15issued under this subsection so that the certificates are suitable for display. The
16state registrar shall advertise that the certificates are available for sale and that the
17proceeds from the sales will be used to provide child care career education and
18training scholarships under s. 49.135. A commemorative certificate issued under
19this subsection shall have on its face the following text: "UNVERIFIED COPY. Not
20valid for identification purposes.".
AB169, s. 4 21Section 4. 69.21 (3) of the statutes is amended to read:
AB169,5,222 69.21 (3) Amendments. Any copy of a vital record issued under this section,
23except a commemorative birth certificate or marriage certificate issued under sub.
24(2m),
shall show all amendments or changes made on the record since it was filed,

1and the date and authority of the amendment or change unless a certificate was
2issued for the registrant under s. 69.14 (1) (h) or 69.15 (2), (3) or (4) (b).
AB169, s. 5 3Section 5. 69.22 (1) (c) of the statutes is amended to read:
AB169,5,74 69.22 (1) (c) Twelve dollars Except as provided under par. (d), $12 for issuing
5a copy of a birth certificate, $7 of which shall be forwarded to the state treasurer as
6provided in sub. (1m) and credited to the appropriations under s. 20.433 (1) (g) and

AB169, s. 6 8Section 6. 69.22 (1) (d) of the statutes is created to read:
