AB188,1,2 1An Act to amend 8.25 (1) of the statutes; relating to: the method of selecting
2presidential electors.
Analysis by the Legislative Reference Bureau
Under current law, the political parties and the independent and write-in
candidates for president and vice president nominate one presidential elector from
each congressional district and two electors from the state at large. At the election
for president and vice president, a vote for a particular candidate is a vote for that
candidate's presidential electors. Currently, the presidential electors are elected on
a statewide basis.
Under this bill, each slate of candidates that wins a congressional district
receives one presidential elector and the slate of candidates that wins a majority of
the congressional districts receives two additional presidential electors. If no slate
of candidates wins a majority of the congressional districts, the slate of candidates
that wins the statewide vote receives the two additional presidential electors.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB188, s. 1 3Section 1. 8.25 (1) of the statutes is amended to read:
AB188,2,124 8.25 (1) Presidential electors. By general ballot at the general election for
5choosing the president and vice president of the United States there shall be elected

1as many electors of president and vice president as this state is entitled to elect
2senators and representatives in congress. One elector of president and vice president
3shall be elected from each congressional district and, unless any candidates for
4president and vice president receive a plurality of the votes cast in a majority of the
5congressional districts, 2 electors of president and vice president shall be elected
6from the state at large. If any candidates for president and vice president receive a
7plurality of the votes cast in a majority of the congressional districts, the 2 at-large
8electors for those candidates who were nominated under s. 8.18 or the 2 at-large
9presidential electors listed by those candidates under s. 8.185 (2) or 8.20 (2) (d) shall
10be elected in lieu of any electors elected from the state at large.
A vote for the
11president and vice president nominations of any party is a vote for the electors of the
12nominees.
