AB227,1,2 1An Act relating to: the review of the Kettl Commission report regarding human
2services and justice services.

This bill requests that the joint committee on legislative organization review
the report issued by the Commission on State-Local Partnerships for the 21st
Century (Kettl Commission) as it relates to the state aid to counties for human
services and justice services. The bill further requests that the committee make
recommendations to the legislature regarding the provision and funding of human
services and justice services based on its review of the Kettl Commission report.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB227, s. 1 3Section 1. Nonstatutory provisions.
AB227,2,24 (1) Review of Kettl Commission report. The joint committee on legislative
5organization is requested to review the report issued by the Commission on
6State-Local Partnerships for the 21st Century as it relates to the state aid to counties
7for human services and justice services. The committee is requested to make

1recommendations to the legislature based on that review, including
2recommendations regarding all of the following issues:
AB227,2,43 (a) Which, if any, human services and justice services should become the state's
4responsibility.
AB227,2,65 (b) What should be the timetable for any state take-over of any human services
6and justice services.
AB227,2,87 (c) What performance outcomes should be established for any human services
8and justice services assumed by the state.
AB227,2,109 (d) What state or local agency or department or other entity should deliver the
10human services and justice services assumed by the state.
AB227,2,1311 (e) How would the state fund any human services and justice services assumed
12by the state, considering the funds currently available to the counties for these
13services under the shared revenue program.
AB227,2,1514 (f) Whether any of these human services and justice services should be provided
15by a private agency or business.
