AB628,1,2 1An Act relating to: deductions to labor and professional organizations from
2annuity payments under the Wisconsin retirement system.

This bill requires that the department of employee trust funds (DETF) develop
a proposal to allow annuitants under the Wisconsin retirement system (WRS) to
make deductions from their monthly annuity payments to organizations that
represent WRS annuitants, including labor and professional organizations. The bill
also requires DETF to submit the proposal to the joint committee on finance and to
the joint survey committee on retirement systems no later than September 15, 2002.
This bill will be referred to the joint survey committee on retirement systems
for a detailed analysis, which will be printed as an appendix to this bill.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB628, s. 1 3Section 1. Nonstatutory provisions.
AB628,2,64 (1) The department of employee trust funds shall develop a proposal to allow
5annuitants under the Wisconsin retirement system to make deductions from their

1monthly annuity payments to organizations that represent annuitants of the
2Wisconsin retirement system, including labor and professional organizations. The
3department shall submit the annuity deduction proposal to the joint committee on
4finance and to the joint survey committee on retirement systems no later than
5September 15, 2002. The proposal shall include provisions that do all of the
6following:
AB628,2,77 (a) Protect the confidentiality of the annuitants.
AB628,2,98 (b) Establish procedures to allow annuitants to make deductions as soon as
9practicable after the establishment of an annuity deduction program.
AB628,2,1110 (c) Recommend methods to cover any costs incurred by the department in
11administering an annuity deduction program.
AB628,2,1212 (d) Determine the need for rule-making authority.
AB628,2,1513 (2)  When submitting its agency budget request for the 2003-05 biennium
14under section 16.42 of the statutes, the department shall include in its request the
15costs to implement the annuity deduction program developed under subsection (1).
