AJR66,1,3 Relating to: supporting President Bush's efforts to extend unemployment insurance benefits and urging support of a universal extension of unemployment insurance benefits to cover all 50 states and all workers.

AJR66,1,5 Whereas, President Bush is proposing the extension of unemployment insurance benefits as a component of an economic stimulus package; and

AJR66,1,8 Whereas, President Bush has called out to us: "We hear the cries of those who have been laid off," and, speaking for himself, his administration, and many other elected officials: "We worry about the shock waves throughout the economy."; and

AJR66,1,10 Whereas, as members of the Wisconsin legislature, we have also heard the cries of our constituents from Kenosha to Superior; and

AJR66,1,12 Whereas, President Bush would limit the extension of benefits to those states "hit hardest" by the recent terrorist attacks; and

AJR66,1,14 Whereas, President Bush wants to cover only workers who lost their jobs after the attacks of September 11; and

AJR66,2,2 Whereas, the economic impact of September 11th is being felt in every state in the country; and

AJR66,2,4 Whereas, trying to determine whether a worker was laid off as a direct result of the September 11th terrorist attack would be difficult in many cases; and

AJR66,2,7 Whereas, the rise in unemployment makes it just as difficult for workers unemployed before September 11th as those unemployed after September 11th to find a job; and

AJR66,2,10 Whereas, according to the Wisconsin legislative council staff, when extended benefits were last made available by the federal government in 1991, benefits were available to all states and were 100% federally financed; now, therefore, be it

AJR66,2,15 Resolved by the assembly, the senate concurring, That the members of the Wisconsin legislature urge President Bush and U.S. Congress to support a universal extension of unemployment insurance benefits, to cover all 50 states and all workers and to be 100% federally financed, to help the American people now and get our economy moving again; and, be it further

AJR66,2,20 Resolved, That the assembly chief clerk shall provide a copy of this joint resolution to the president and secretary of the U.S. Senate, to the speaker and clerk of the U.S. House of Representatives, and to each member of the congressional delegation from this state attesting the adoption of this joint resolution by the 2001 legislature of the state of Wisconsin.
