Assembly Rule 98m: The rule is created to require the legislative fiscal bureau,
independently of the preparation of any other local fiscal estimate by a state agency,
to prepare an original local fiscal estimate on any bill requiring a local fiscal
estimate. The legislative fiscal bureau is directed to consult with local governmental
officials and employees in preparing the local fiscal estimate. Bills requiring local
fiscal estimates under this rule may not be considered by the assembly, and may
receive neither a public hearing nor be considered by an assembly standing
committee, before the receipt of the local fiscal estimate prepared under this rule.

AR21, s. 1 4Section 1. Assembly rule 98m is created to read:
AR21,1,8 5Assembly Rule 98m. Additional local fiscal estimates. (1) The legislative
6fiscal bureau, independently of the preparation of any other local fiscal estimate by
7a state agency, shall prepare an additional original local fiscal estimate on any bill
8requiring a local fiscal estimate.

1(2) The legislative fiscal bureau shall consult with local governmental officials
2and employees in preparing the local fiscal estimate under sub. (1).
AR21,2,53 (3) An original fiscal estimate prepared under sub. (1) shall be submitted to the
4legislative reference bureau for review by the requester under joint rule 48 and for
5reproduction and insertion in the bill jacket envelope.
AR21,2,96 (4) Bills requiring local fiscal estimates under this rule may not be considered
7by the assembly, and may receive neither a public hearing nor be considered by an
8assembly standing committee, before the receipt of the local fiscal estimate prepared
9under this rule.
AR21,2,1410 (5) Any member may, at any time that a bill is before the assembly, raise the
11issue that the bill requires a local fiscal estimate prepared under this rule, and if the
12presiding officer determines that the bill, not having the estimate, requires an
13estimate, the presiding officer shall direct the legislative fiscal bureau to prepare the
14requisite estimate.
AR21,2,1615 (6) Local fiscal estimates prepared under this rule are required on original bills
16only and not on substitute amendments or amendments.
