AR31,1,1 1Relating to: the life and public service of Professor Joel Carl Welty.
AR31,1,32 Whereas, Professor Joel Carl Welty was born on May 30, 1901, 100 years ago
3on this date, and died in 1986 at age 85; and
AR31,1,64 Whereas, Professor Welty received his Ph.D. from the University of Chicago
5and was a distinguished professor of biology at Beloit College for over 30 years,
6retiring in 1966; and
AR31,1,97 Whereas, he became a world-renowned ornithologist and wrote an outstanding
8textbook, The Life of Birds, which was widely used by colleges and universities for
9many years; and
AR31,1,1310 Whereas, Professor Welty was a great humanitarian, spending nearly a year,
11in 1947, as team leader of a group helping to rebuild Koblenz, Germany, helping
12thousands of desperate children and adults, and risking his life against rampant
13disease and a brutally cold winter with no heat or electricity; and
AR31,1,1514 Whereas, the city of Koblenz honored Professor Welty by naming a street after
15him years later; and

1Whereas, he and his wife, Susan, built a beautiful 12-acre bird sanctuary,
2located in the Town of Turtle, Rock County, where they lived for many years; and
AR31,2,53 Whereas, he has been inducted into both the Rock County Hall of Fame and the
4Beloit Hall of Fame and in 1991 the city of Beloit named the proposed environmental
5center after him; and
AR31,2,86 Whereas, Professor Welty will be remembered by all who knew him well as a
7most friendly and warm person, always willing to help in some manner, and never
8shrugging off hard work; now, therefore, be it
AR31,2,11 9Resolved by the assembly, That the members of the Wisconsin assembly
10commend the devoted humanitarian and naturalist, Professor Joel Carl Welty, on the
11anniversary of his 100th Birthday; and, be it further
AR31,2,13 12Resolved, That the assembly chief clerk shall transmit a copy of this resolution
13to the city of Beloit and to Beloit College.
