SB124,1,2 1An Act to create 121.91 (4) (i) of the statutes; relating to: increasing revenue
2limits for increases in health insurance costs.

Current law, with some exceptions, limits the increase in the amount of revenue
that a school district may receive from general school aids and property taxes to
approximately $220 per pupil in the 2000-01 school year and, in subsequent school
years, to the amount of revenue increase allowed per pupil in the previous school year
increase by the percentage change in the consumer price index.
This bill provides that if a school district subscribes to a private sector health
insurance plan, its revenue limit is increased by the cost of health insurance
premiums in the current school year that exceed 12% of the cost of health insurance
premiums in the previous school year. A school district that subscribes to the group
health insurance plan offered by the state receives a revenue limit increase equal to
the cost of health insurance premiums in the current school year that exceed 10% of
the cost of health insurance premiums in the previous school year. If a school district
self-insures, it receives a revenue limit increase equal to the cost of paying health
claims of school district employees in the previous school year that exceeded 12% of
the amount paid in the second previous school year.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 121.91 (4) (i) of the statutes is created to read:
SB124,2,32 121.91 (4) (i) The limit otherwise applicable to a school district's revenue under
3sub. (2m) in any school year is increased by an amount equal to the following:
SB124,2,74 1. For a school district that subscribes to a private sector health care coverage
5plan, an amount equal to costs for health care coverage premiums in the current
6school year that exceed 12% of costs for health care coverage premiums in the
7previous school year.
SB124,2,118 2. For a school district that subscribes to a health care coverage plan offered
9by the group insurance board under s. 40.51 (7), an amount equal to costs for health
10care coverage premiums in the current school year that exceed 10% of costs for health
11care coverage premiums in the previous school year.
SB124,2,1512 3. For a school district that provides health care benefits on a self-insured basis
13to employees of the school district, an amount equal to the cost of health care claims
14paid by the school district in the previous school year that exceeded 12% of the cost
15of health care claims paid by the school district in the 2nd previous school year.

18for the school year beginning after the effective date of this subsection.
