SB132,1,2 1An Act to amend 15.70 (intro.), 44.01 (1) and 73.03 (2a) of the statutes; relating
2to:
changing the name of the state historical society.

This bill changes the name of the state historical society of Wisconsin to the
Wisconsin historical society.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB132, s. 1 3Section 1. 15.70 (intro.) of the statutes is amended to read:
SB132,1,8 415.70 Historical society. (intro.) There is continued the state Wisconsin
5historical society of Wisconsin initially organized under chapter 17, laws of 1853, to
6be known for statutory purposes as the historical society, under the direction and
7supervision of a board of curators. The board of curators is not subject to s. 15.07.

1Section 2. 44.01 (1) of the statutes is amended to read:
SB132,2,52 44.01 (1) The historical society shall constitute a body politic and corporate by
3the name of "The State Wisconsin Historical Society of Wisconsin," and shall possess
4all the powers necessary to accomplish the objects and perform the duties prescribed
5by law. The historical society shall be an official agency and the trustee of the state.
SB132, s. 3 6Section 3. 73.03 (2a) of the statutes is amended to read:
SB132,3,177 73.03 (2a) To prepare, have published, and distribute to each property tax
8assessor and to others who so request assessment manuals. The manual shall
9discuss and illustrate accepted assessment methods, techniques, and practices with
10a view to more nearly uniform and more consistent assessments of property at the
11local level. The manual shall be amended by the department from time to time to
12reflect advances in the science of assessment, court decisions concerning assessment
13practices, costs, and statistical and other information considered valuable to local
14assessors by the department. The manual shall incorporate standards for the
15assessment of all types of renewable energy resource systems used in this state as
16soon as such systems are used in sufficient numbers and sufficient data exists to
17allow the formulation of valid guidelines. The manual shall incorporate standards,
18which the department of revenue and the state Wisconsin historical society of
19Wisconsin
shall develop, for the assessment of nonhistoric property in historic
20districts and for the assessment of historic property, including but not limited to
21property that is being preserved or restored; property that is subject to a protective
22easement, covenant, or other restriction for historic preservation purposes; property
23that is listed in the national register of historic places in Wisconsin or in this state's
24register of historic places; and property that is designated as a historic landmark and
25is subject to restrictions imposed by a municipality or by a landmarks commission.

1The manual shall incorporate general guidelines about ways to determine whether
2property is taxable in part under s. 70.1105 and examples of the ways that s. 70.1105
3applies in specific situations. The manual shall state that assessors are required to
4comply with s. 70.32 (1g) and shall suggest procedures for doing so. The manual or
5a supplement to it shall specify per acre value guidelines for each municipality for
6various categories of agricultural land based on the income that could be generated
7from its estimated rental for agricultural use, as defined by rule, and capitalization
8rates established by rule. The manual shall include guidelines for classifying land
9as agricultural land, as defined in s. 70.32 (2) (c) 1., and guidelines for distinguishing
10between land and improvements to land. The cost of the development, preparation,
11publication, and distribution of the manual and of revisions and amendments to it
12shall be borne by the assessors and requesters at an individual volume cost or a
13subscription cost as determined by the department. All receipts shall be credited to
14the appropriation under s. 20.566 (2) (hi). The department may provide free
15assessment manuals to other state agencies or exchange them at no cost with
16agencies of other states or of the federal government for similar information or
17publications.
