3to create 16.40 (25), 20.505 (1) (h), 25.40 (1) (a) 22., 341.14 (6r) (b) 9. and 341.14
4(6r) (f) 56. of the statutes; relating to: special distinguishing registration
5plates associated with the efforts of the American Red Cross to provide
6assistance to families affected by the terrorist attacks of September 11, 2001,
7on New York City and Washington, D.C., and making an appropriation.
Analysis by the Legislative Reference Bureau
Under current law, any group or organization may apply to the department of
transportation (DOT) for designation as an authorized special group. If the
application is approved, members of the authorized special group may obtain special
distinguishing registration plates for certain vehicles, including automobiles and
motor homes that are owned or leased by special group members. A fee, in addition
to the regular registration fee for the particular kind of vehicle, is assessed for the
issuance or reissuance of most special plates.
Before October 2, 1998, authorized special groups whose members may obtain
special distinguishing registration plates were specifically enumerated in state law.
Current law provides that specific enumeration in state law of authorized special
groups is limited to those special groups enumerated before October 2, 1998.

Members of six special groups enumerated in state law pay an additional
annual fee as a tax deductible contribution.
This bill establishes an authorized special group specifically enumerated in
state law for persons interested in obtaining special distinguishing registration
plates supporting the efforts of the American Red Cross to provide assistance to
families affected by the terrorist attacks of September 11, 2001, on New York City
and Washington, D.C. In addition to the regular vehicle registration fee, special
group members are required to pay a $15 fee for issuance or reissuance of the special
plates and an additional $25 annual fee as a tax deductible contribution that
provides funds to the American Red Cross. Under the bill, the American Red Cross
is required to submit annually an audited financial statement of its use of the funds
received from these tax deductible contributions. The bill also creates a design
selection committee (committee) to select the design of the special plate. The
committee will accept applications for the design of the special plate for 30 days. The
committee is required to make its selection within 14 days of the deadline for
submission of applications and to notify DOT of the committee's selection. Finally,
the bill provides that DOT may issue the special plates for only one year, although
the additional $25 annual fee as a tax deductible contribution will continue as long
as a special group member maintains the plates.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB263, s. 1 1Section 1. 16.40 (25) of the statutes is created to read:

4payments from the appropriation under s. 20.505 (1) (h) to the American Red Cross
5to be deposited in its Disaster Relief Fund and to be used to provide assistance to
6families affected by the terrorist attacks of September 11, 2001, on New York City
7and Washington, D.C.
SB263,2,118 (b) The agreement under this subsection shall require that the American Red
9Cross annually submit to the attorney general and the presiding officer of each house
10of the legislature an audited financial statement of its use of the payments under this
11subsection, prepared in accordance with generally accepted accounting principles.

1(c) Payments to the American Red Cross under this subsection shall be
2discontinued by the department if the American Red Cross dissolves or is no longer
3exempt from taxation under section 501 (a) of the Internal Revenue Code.

102nd year of the biennial registration period. All moneys received under this

22for special group plates, but the department shall consult the president of the
23University of Wisconsin System before specifying the word or symbol used to identify
24the special groups under par. (f) 35. to 47., the secretary of natural resources before
25specifying the word or symbol used to identify for the special group under par. (f) 50.

1and the chief executive officer of the professional football team and an authorized
2representative of the league of professional football teams described in s. 229.823 to
3which that team belongs before specifying the design for the applicable special group
4plate under par. (f) 55. Special group plates under par. (f) 50. shall be as similar as
5possible to regular registration plates in color and design.
