SB340,1,2 1An Act to amend 453.06 (2m) (b) and 453.06 (2m) (c) of the statutes; relating
2to:
veterinary postgraduate training permits.
Analysis by the Legislative Reference Bureau
Under current law, with certain exceptions, a person may not practice
veterinary medicine unless the veterinary examining board (board) has issued a
license to the person. One of the exceptions applies to a person who is an intern or
resident at a school of veterinary medicine in this state. The board may issue a
veterinary postgraduate training permit to such a person if he or she either: 1) has
successfully completed the national board examination and clinical competency test
(examination and test); 2) is scheduled to take the examination and test for the first
time; or 3) is awaiting the results of the examination and test. A person who is issued
a postgraduate training permit may practice veterinary medicine on privately owned
animals only within the scope of the person's internship or residency program.
This bill changes the requirements for issuing a veterinary postgraduate
training permit. Under the bill, the board may grant a permit to a person who is an
intern or resident at a school of veterinary medicine in this state. The person is not
required to have successfully completed the examination and test, be scheduled to
take the examination and test for the first time, or be awaiting the results of the
examination and test.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 453.06 (2m) (b) of the statutes is amended to read:
SB340,2,172 453.06 (2m) (b) Upon application, the examining board may grant a veterinary
3postgraduate training permit to a person undertaking intern or resident training at
4a school of veterinary medicine in this state. The applicant shall submit evidence
5that the applicant has successfully completed the national board examination and
6the clinical competency test, is scheduled to take the national board examination and
7clinical competency test for the first time, or is awaiting results on the national board
8examination and clinical competency test.
The only purpose of the veterinary
9postgraduate training permit is to provide opportunities in this state for the
10postgraduate education of persons who have received the degree of doctor of
11veterinary medicine or an equivalent degree but who have not yet met the
12requirements for licensure in this state. Issuance of a postgraduate training permit
13does not modify in any respect the requirements for licensure to practice veterinary
14medicine in this state, and a permittee permit holder may practice veterinary
15medicine on privately owned animals only within the scope of the permittee's permit
16holder's
internship or residency program. Violation of this restriction or of any
17applicable provision of this chapter constitutes cause for revocation of the permit.

20termination of the licensee's employment at a school of veterinary medicine in this
21state. A postgraduate training permit expires upon termination of the permittee's
22permit holder's internship or residency program, upon the permittee's failure to take
23the national board examination or the clinical competency test as scheduled, or upon

1notification to the permittee that he or she has failed to successfully complete either
2the national board examination or the clinical competency test
