SB365,1,2 1An Act to create 134.74 of the statutes; relating to: nondisclosure of certain
2information on credit and debit card receipts.
Analysis by the Legislative Reference Bureau
This bill prohibits a person who sells goods at retail or who sells services from
including certain information on a sales receipt if the receipt is for a purchase made
with the use of a credit or debit card. The bill specifies that the seller may not include
more than five digits of the credit or debit card number on the receipt. The bill does
not apply to a person who issues a handwritten receipt or a receipt that is manually
prepared by making an imprint of a credit or debit card.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB365, s. 1 3Section 1. 134.74 of the statutes is created to read:
SB365,1,4 4134.74 Nondisclosure of information on receipts. (1) In this section:
SB365,1,55 (a) "Credit card" has the meaning given in s. 421.301 (15).
SB365,1,86 (b) "Debit card" means a plastic card or similar device that may be used to
7purchase goods or services by providing the purchaser with direct access to the
8purchaser's account at a depository institution.

1(c) "Depository institution" means a bank, savings bank, savings and loan
2association, or credit union.
SB365,2,8 3(2) Beginning on the first day of the 37th month beginning after the effective
4date of this subsection .... [revisor inserts date], no person who is in the business of
5selling goods at retail or selling services and who accepts a credit card or a debit card
6for the purchase of goods or services may issue a credit card or debit card receipt, for
7that purchase, on which is printed more than 5 digits of the credit card or debit card
8number.
SB365,2,11 9(3) This section does not apply to any person who issues a credit card or debit
10card receipt that is handwritten or that is manually prepared by making an imprint
11of the credit card or debit card.
