1An Act to amend 196.14 of the statutes;
relating to: withholding from public
2inspection information about public utility security.
Analysis by the Legislative Reference Bureau
Under current law, with certain exceptions, a state governmental entity, such
as the public service commission (PSC) or a municipality, is required to permit a
requester to inspect the records of the entity. This bill creates another exception for
the PSC and municipalities. Under the bill, the PSC is required to withhold from
public inspection any information related to security measures taken by a public
utility to protect the safety of the public utility's plant, equipment, employees, or
customers. Also, a municipality that owns or operates a public utility must withhold
from public inspection similar information regarding the public utility.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1. 196.14 of the statutes is amended to read:

4196.14 Public record exception. The commission may withhold from public
5inspection any information
which that would aid a competitor of a public utility in
6competition with the public utility.
The commission shall withhold from public
1inspection any information related to security measures taken by a public utility to
2protect the safety of the public utility's plant, equipment, employees, or customers.
3A municipality that owns or operates a public utility shall withhold from public
4inspection any information related to security measures taken to protect the safety
5of the plant, equipment, employees, or customers of the public utility.
