SJR11,1,3 1Relating to: urging U.S. Secretary of Transportation Norman Mineta to support
2federal funding for immediate repair and reconstruction of the Hoan Bridge in
3Milwaukee.
SJR11,1,54 Whereas, the health, welfare and economic well-being of the citizens of
5Wisconsin depend on a safe and efficient transportation infrastructure; and
SJR11,1,76 Whereas, the Daniel Webster Hoan Bridge in Milwaukee is part of Interstate
7Highway 794, a federal-aid highway; and
SJR11,1,98 Whereas, the Hoan Bridge provides an essential transportation link between
9several communities in the Milwaukee metropolitan area; and
SJR11,1,1110 Whereas, the Hoan Bridge provides an essential transportation link for freight
11traffic from the city, county, and state to the Port of Milwaukee; and
SJR11,1,1312 Whereas, the Hoan Bridge was severely damaged on December 13, 2000, due
13to catastrophic failure of portions of the bridge; and
SJR11,2,214 Whereas, the immediate repair and reconstruction of the Hoan Bridge, as well
15as timely mitigation of potential damage caused by catastrophic failure of portions

1of the bridge and subsequent controlled demolition, are vital to the health, welfare,
2and economic well-being of the citizens of Wisconsin; and
SJR11,2,43 Whereas, Wisconsin Governor Tommy Thompson declared a state of emergency
4concerning the bridge on December 18, 2000; and
SJR11,2,75 Whereas, the Wisconsin Department of Transportation submitted a request to
6the U.S. Department of Transportation for emergency relief funding, authorized
7under 23 USC 125, on December 18, 2000; now, therefore, be it
SJR11,2,14 8Resolved by the senate, the assembly concurring, That the Wisconsin
9legislature urges U.S. Secretary of Transportation Norman Mineta to expedite the
10process to declare all bridge repair, reconstruction, and mitigation costs eligible for
11federal emergency relief funding and, with the cooperation of the eleven members of
12this state's congressional delegation, to provide other federal funds for any
13additional bridge repair, reconstruction, and mitigation costs through enactment of
14appropriate funding resolutions and legislation; and, be it further
SJR11,2,17 15Resolved, That the senate chief clerk shall send copies of this joint resolution
16to U.S. Secretary of Transportation Mineta and to each member of the congressional
17delegation from this state.
