SJR41,1,2 1Relating to: memorializing Congress to study and modify the social security
2earnings limit.
Prefatory note: This joint resolution was prepared for the joint legislative
council's special committee on labor shortage.
This joint resolution calls upon Congress to study and modify the social security
earnings limit for recipients between the ages of 62 and 64.
SJR41,1,53 Whereas, under current law, social security recipients who are aged 62 to 64
4have their benefits reduced by $1 for every $2 that they earn above $10,080 annually;
5and
SJR41,1,76 Whereas, in 2000, Congress repealed the earnings limit applicable to social
7security recipients between the ages of 65 and 70; and
SJR41,1,98 Whereas, Wisconsin and many other states face looming labor shortages in the
9coming years due to the impending retirements of thousands of baby boomers; and
SJR41,1,1210 Whereas, in a limited labor market with only 4% unemployment, we must
11encourage our trained, skilled older workers to continue to be productive members
12of society through continued employment; now, therefore, be it

1Resolved by the senate, the assembly concurring, That the members of the
2Wisconsin legislature urge Congress to study and modify the social security earnings
3limit for recipients between the ages of 62 and 64; and, be it further
SJR41,2,8 4Be it further resolved, That the senate chief clerk shall provide a copy of this
5joint resolution to the president and secretary of the U.S. Senate, to the speaker and
6clerk of the U.S. House of Representatives and to each member of the congressional
7delegation from this state attesting the adoption of this joint resolution by the 2001
8legislature of the state of Wisconsin.
