SJR51,1,63 Whereas, David A. Stella earned his bachelor's and master's degrees from the
4University of Wisconsin-Madison and has earned the designation of certified
5employee benefits specialist from the Wharton School of the University of
6Pennsylvania and the International Foundation of Employee Benefit Plans; and
SJR51,1,87 Whereas, Mr. Stella has served the department of employee trust funds for 15
8years and since 1995 as administrator of the division of retirement services; and
SJR51,1,119 Whereas, Mr. Stella has been responsible for directing the operation of several
10retirement and other employee benefit plans covering over 465,000 Wisconsin
11retirement system participants and over $63 billion in assets; and
SJR51,1,1412 Whereas, Mr. Stella has been responsible for administering retirement,
13deferred compensation (457), tax sheltered annuity (403(b)) and group life insurance
14plans offered to state and local government employees in Wisconsin; and

1Whereas, Mr. Stella has been an effective representative of the state of
2Wisconsin as an active member of the national association of state retirement
3administrators, developing a national reputation as an expert in retirement policy;
4and
SJR51,2,65 Whereas, Mr. Stella has over 30 years experience in a variety of positions in
6Wisconsin state government including 22 years of management experience; and
SJR51,2,97 Whereas, Mr. Stella has provided invaluable knowledge and experience to the
8joint survey committee on retirement systems and its members and to the legislature
9and the department of employee trust funds; now, therefore, be it
SJR51,2,13 10Resolved by the senate, the assembly concurring, That the members of the
11Wisconsin legislature honor and commend David A. Stella for his devoted public
12service and his contributions to the wisconsin retirement system and wish him the
13best of luck in his future endeavors; and, be it further
SJR51,2,16 14Resolved, That the senate chief clerk shall provide copies of this joint
15resolution to David A. Stella, to his wife, Kathleen, and to his daughters, Rebecca and
16Laura.
