Analysis by the Legislative Reference Bureau
This bill directs the Legislative Audit Bureau (LAB) to administer a 12-year
longitudinal study of the Milwaukee Parental Choice Program, which allows certain
pupils who reside in the city of Milwaukee to attend a participating private school
at no charge. The LAB must seek private sources of funding for the study. The bill
directs the LAB to report the results of the study to the legislature periodically; the
first report is due by October 1, 2005.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB126, s. 1 4Section 1. 119.23 (9) of the statutes is created to read:
AB126,2,55 119.23 (9) The legislative audit bureau shall administer a 12-year longitudinal
6study of the program under this section. The bureau shall seek private sources of

1funding for the study. The study shall use standardized examinations, and shall
2review graduation rates and other indicators of academic achievement. The results
3of the study shall be submitted to the legislature periodically over the 12-year period
4in the manner provided under s. 13. 172 (2), with the first report due by October 1,
52005.
AB126, s. 2 6Section 2. Nonstatutory provisions.
AB126,2,107 (1) Legislative audit bureau position. The authorized FTE positions for the
8legislative audit bureau, funded from the appropriation under section 20.765 (3) (g)
9of the statutes, are increased by 1.0 PR position to monitor the study under section
10119.23 (9) of the statutes, as created by this act.
