2of salary ranges and salary range adjustments for University of Wisconsin
3System senior executive positions.
Analysis by the Legislative Reference Bureau
Under current law, the following University of Wisconsin (UW) System senior
executive positions are included in salary groups that have salary ranges established
by the Board of Regents of the UW System: the chancellors at the UW campuses at
Eau Claire, Green Bay, La Crosse, Oshkosh, Parkside, Platteville, River Falls,
Stevens Point, Stout, Superior, and Whitewater; the chancellors of the UW colleges
and the UW-Extension; the vice chancellor who is serving as deputy at the
UW-Milwaukee; the senior vice presidents of the UW System; the vice chancellor
who is serving as deputy at the UW-Madison; the chancellor at the UW-Milwaukee;
the chancellor at the UW-Madison; and the president of the UW System.
This bill provides that the Board of Regents of the UW System must propose
salary ranges and adjustments to the salary ranges for these UW System senior
executive positions, but that no salary range or adjustment may take effect until
approved by the Joint Committee on Finance.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

, is amended to read:
AB532,2,223 20.923 (4g) University of Wisconsin System senior executive positions.
4(intro.) A compensation plan consisting of 9 university senior executive salary
5groups is established for certain administrative positions at the University of
6Wisconsin System. The salary ranges and adjustments to the salary ranges for the
7university senior executive salary groups 1 and 2 shall be contained in the
8recommendations of the director of the office of state human resources management
9employment relations under s. 230.12 (3) (e). The salary ranges and adjustments to
10the salary ranges for university senior executive salary groups 3 to 9 shall be
11determined proposed by the board of regents of the University of Wisconsin System
12based on an analysis of salaries paid for similar positions at comparable universities
13in other states, but shall not take effect until the board of regents submits the
14proposed salary ranges and adjustments to the joint committee on finance and the
15joint committee on finance approves the salary ranges and adjustments

17board of regents shall set the salaries for these positions within the ranges to which
18the positions are assigned to reflect the hierarchical structure of the system, to
19recognize merit, to permit orderly salary progression and to recognize competitive
20factors. The salary of any incumbent in the positions identified in pars. (ae) to (f) may
21not exceed the maximum of the salary range for the group to which the position is
22assigned. The positions are assigned as follows:

AB532,3,424 (1) Notwithstanding any action of the board of regents of the University of
25Wisconsin System before the effective date of this subsection, no salary adjustment

1for any individual holding a position in the university senior executive salary groups
23 to 9 established under section 20.923 (4g) of the statutes may take effect for the
32003-04 fiscal year until the salary range proposal for that fiscal year is approved
4by the joint committee on finance.
