AR45,1,4 1To repeal assembly rule 3 (1) (j) and assembly rule 10 (2) and (3); to amend
2assembly rule 10 (1m) (intro.) and assembly rule 95 (82); and to repeal and

assembly rule 9 (1) and (2) (a); relating to: creating in the assembly
4a committee on committees.

This resolution creates in the assembly a committee on committees consisting
of 5 members, none of whom may be an assembly officer or party officer. Three
members are elected by secret ballot by the majority members and 2 members are
elected by secret ballot by the minority members of the assembly.
Under current assembly rules, committees are created by rule and the speaker
makes all appointments to committees. Under this proposal, the committee on
committees reports to the assembly its recommendations on the number, size,
jurisdictional scope, and partisan composition of all standing and special committees
of the assembly, other than the committee on committees. The speaker continues to
make appointments to the committees, but in the number of members and partisan
composition as provided for in the resolution.

AR45, s. 1 6Section 1. Assembly rule 3 (1) (j) is repealed.
AR45, s. 2 7Section 2. Assembly rule 9 (1) and (2) (a) are repealed and recreated to read:

1Assembly Rule 9 (1) There shall be a committee on committees consisting of 3
2members of the majority party, elected by secret ballot by the members of the
3majority party, and 2 members of the minority party, elected by secret ballot by the
4members of the minority party. Assembly officers and party officers may not serve
5on the committee.
AR45,2,136 (2) (a) The committee on committees shall report to the assembly, at the
7commencement of each biennial session, its recommendations in the form of an
8assembly resolution on the number, size, jurisdictional scope, and partisan
9composition of all standing and special committees of the assembly, other than the
10committee on committees, for the biennial session. The committee on committees
11shall report to the assembly its recommendations in the form of an assembly
12resolution on the number, size, jurisdictional scope, and partisan composition of any
13special committee of the assembly that the assembly considers creating.
AR45, s. 3 14Section 3. Assembly rule 10 (1m) (intro.) is amended to read:
AR45,2,18 15Assembly Rule 10 (1m) (intro.) A special committee or temporary special
16committee
may be created by the speaker assembly by written order or may be
17created by
resolution offered by the committee on assembly committees. Any such
18committee ceases to exist:
AR45, s. 4 19Section 4. Assembly rule 10 (2) and (3) are repealed.
AR45, s. 5 20Section 5. Assembly rule 95 (82) is amended to read:
AR45,2,24 21Assembly Rule 95 (82) Special committee: A committee created by a
22resolution, or a
special committee or temporary special committee created by a
23written order of the speaker
under rule 10, to investigate specific matters during a
24session or committee work period, and report to the assembly.
