1An Act to create 16.40 (24m) and 20.505 (1) (ff) of the statutes;
relating to:
2creating grants for the Wisconsin Patient Safety Institute, Inc., and making an
3appropriation.

This bill creates a grant program, beginning July 1, 2004, within the
Department of Administration that provides $150,000 in general purpose revenues
annually to the Wisconsin Patient Safety Institute, Inc. Moneys from the grant are
for the collection, analysis, and dissemination of information about patient safety
and the training of health care providers and their employees that is directed toward
improving patient safety. The Wisconsin Patient Safety Institute, Inc., must provide
matching funds equal to 50 percent of the annual grant amount awarded.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1. 16.40 (24m) of the statutes is created to read:

(24m) Grants to Wisconsin Patient Safety Institute, Inc. Annually,
6from the appropriation under s. 20.505 (1) (ff), provide grants to the Wisconsin
1Patient Safety Institute, Inc., for the collection, analysis, and dissemination of
2information about patient safety and the training of health care providers and their
3employees that is directed toward improving patient safety. The Wisconsin Patient
4Safety Institute, Inc., shall provide matching funds equal to 50 per cent of the annual
5grant amount awarded. The match may be in the form of money, in-kind services,
6or both, but may not include money received from the state or federal government.
7The department shall ensure that no grant moneys provided under this subsection
8are expended for the purpose of entertainment, foreign travel, or payment to a person
9who does not provide goods or services to the Wisconsin Patient Safety Institute, Inc.
10In this subsection, "health care provider" means any of the following:

(a) A massage therapist or bodyworker issued a license of registration under
12s. 440.983.

(b) A nurse licensed under ch. 441.

(c) A chiropractor licensed under ch. 446.

(d) A dentist licensed under ch. 447.

(e) A physician or physician assistant licensed, or a respiratory care
17practitioner certified, under subch. II of ch. 448.

(f) A physical therapist licensed under s. 448.53.
