SB552,1,3 1An Act to amend 20.445 (3) (md); and to create 20.255 (2) (kn) and 49.175 (1)
2(zo) of the statutes; relating to: grants for after-school care programs and
3making appropriations.

This bill authorizes the state superintendent of public instruction to award
grants to school districts in the 2004-05 school year for after-school care programs.
To be eligible to receive a grant, a school district must enroll pupils who are eligible
to receive money under the federal temporary assistance to needy families (TANF)
program and who would otherwise be unsupervised by an adult in the afternoon after
school. The state superintendent must evenly distribute the grants among rural,
suburban, and urban school districts.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB552, s. 1 4Section 1. 20.255 (2) (kn) of the statutes is created to read:
SB552,2,35 20.255 (2) (kn) Federal funds transferred from the department of workforce
6development; after-school care grant program.
All moneys transferred from the

1appropriation account under s. 20.445 (3) (md) for after-school care grants under
22003 Wisconsin Act .... (this act), section 4 . No moneys may be encumbered under
3this paragraph after June 30, 2005.

, is amended to read:
SB552,2,126 20.445 (3) (md) Federal block grant aids. The amounts in the schedule, less
7the amounts withheld under s. 49.143 (3), for aids to individuals or organizations and
8to be transferred to the appropriation accounts under ss. 20.255 (2) (kh) and (kn),
920.433 (1) (k), 20.435 (3) (kc), (kd), and (km), (4) (kz), (6) (kx), (7) (ky), and (8) (kx),
10and 20.835 (2) (kf). All block grant moneys received for these purposes from the
11federal government or any of its agencies and all moneys recovered under s. 49.143
12(3) shall be credited to this appropriation account.
SB552, s. 3 13Section 3. 49.175 (1) (zo) of the statutes is created to read:
SB552,2,1614 49.175 (1) (zo) After-school care program. For the transfer of moneys to the
15department of public instruction for the after-school care grant program under 2003
16Wisconsin Act .... (this act), section 4 , $150,000 in fiscal year 2004-05.

SB552,2,2219 (a) A school board may apply to the state superintendent of public instruction
20for a grant to fund an after-school care program for pupils who are eligible to receive
21temporary assistance for needy families under 42 USC 601 to 619 and who would
22otherwise be unsupervised by an adult in the afternoon after school.
SB552,3,223 (b) The state superintendent of public instruction shall award grants from the
24appropriation under s. 20.255 (2) (kn) of the statutes, as created by this act, and shall

1ensure, to the extent feasible, that the grants are evenly distributed among rural,
2suburban, and urban school districts.
SB552,3,63 (2) Transfer of funds. On July 1, 2004, there is transferred $150,000 from the
4appropriation account under section 20.445 (3) (md) of the statutes, as affected by the
5acts of 2003, to the appropriation account under section 20.255 (2) (kn) of the
6statutes, as created by this act.
